At the Office of Management and Enterprise Services (OMES), we empower those who serve Oklahomans. As a Construction Project Manager with our Capital Assets Management (CAM) team, you'll play a pivotal role in delivering public-sector construction projects that support critical state services.
This role requires a unique blend of technical knowledge, project management expertise, and strong communication skills. You'll manage multiple concurrent projects, facilitate clear decision-making among stakeholders, and navigate the complexities of construction regulations and procurement processes. Whether you're resolving job-site challenges or developing long-range strategic plans, you will play a key role in shaping the infrastructure that serves Oklahoma's citizens.
Key responsibilities include :
Project Planning and Coordination : Define project scope, develop budgets and timelines, and align with agency or stakeholder goals.Document Review : Evaluates drawings, specifications, and other documentation to ensure that projects comply with requirements.Stakeholder Communication : Serve as the primary liaison between user agencies, architects, engineers, contractors, and regulatory bodies.Contract and Procurement Oversight : Manage the bidding process, negotiate contracts, and ensure compliance with procurement laws and internal policies.Budget and Cost Control : Monitor expenditures, approve payment applications, and identify potential savings or financial risks throughout the project lifecycle.Schedule Management : Establish realistic timelines, track progress, and mitigate delays to keep projects on schedule.Site Oversight and Quality Assurance : Conduct on-site inspections to ensure construction is proceeding according to plans, specifications, and safety standards.Change Order and Risk Management : Evaluate and process change orders and manage project risks to limit scope creep or unexpected costs.Project Documentation : Maintain accurate records including meeting notes, submittals, RFIs, and contracts in digital systems such as Unifier.Closeout and Handover : Oversee punch list resolution, gather warranties and O&M manuals, and ensure smooth transition to occupancy or client use.Compliance and Reporting : Ensure all projects meet applicable building codes, ADA requirements, environmental regulations, and internal benchmarks. Corresponds with agencies, vendors, consultants and the public via phone, letters, and email, dispensing information to assist with problems, questions, and / or fulfilling requests. Disseminates accurate information or assists in locating the correct information, consistent with Title 61 and OAC 260.Other duties as assigned.Physical demands and work environment :
This position is primarily office-based with regular travel to construction sites across the state. There may be some exposure to weather, dust, construction noise, and worksite hazards. This position requires standing, bending, crouching, pushing, pulling, lifting, moving, carrying up to 25 lbs., and climbing ladders / stairs. Occasional travel within the state of Oklahoma may be required.
Minimum qualifications :
Requirements include a bachelor's degree in Construction Management, Engineering, Architecture, or a related field, or 8 years of progressive experience in construction project management or a related discipline.
Preference will be given to candidates who possess :
Demonstrated experience managing all phases of construction projects, from planning through closeoutStrong understanding of building codes, ADA compliance, and regulatory requirementsProficiency with project management software (e.g., Unifier, Procore, Microsoft Project, or similar)Strong communication and stakeholder engagement skillsAbility to read and interpret construction documents, drawings, and technical specificationsExperience managing budgets, schedules, and contract complianceProfessional certifications such as PMP, CCM, or LEED APExperience in public-sector or government-funded construction projectsFamiliarity with procurement laws, Title 61, and public bidding processesKnowledge of PeopleSoft or other financial management systemsOSHA 30-Hour Construction Safety CertificationAbout OMES :
