Senior Program Analyst
The TekSynap is seeking a Senior Program Analyst. The Senior Program Analyst serves as Key Personnel under the NSWCDD Corporate IT Services contract. This position provides advanced analytical, financial, and program management support for Navy IT and network programs. The Senior Program Analyst assists with acquisition planning, cost analysis, logistics coordination, and performance tracking to ensure contract deliverables and milestones are met in compliance with NAVSEA and DoD standards.
Responsibilities
- Provide programmatic and analytical support for Navy IT and network projects, including cost, schedule, and performance tracking.
- Develop, review, and maintain technical documentation, program status reports, and performance metrics.
- Conduct financial analysis, cost estimation, and budget reconciliation to support program objectives and fiscal compliance.
- Support Navy acquisition documentation development such as Statements of Work (SOW), Justifications and Approvals (J&As), and Independent Government Cost Estimates (IGCEs).
- Coordinate with NSWCDD leadership, functional managers, and subcontractors to ensure program alignment and efficiency.
- Monitor project risks, develop mitigation plans, and track execution against milestones.
- Analyze data from project management tools and generate executive-level reports for leadership briefings.
- Support configuration control, logistics planning, and procurement activities.
- Prepare presentations, schedules, and data summaries for internal and external stakeholders.
- Ensure all program documentation aligns with Navy acquisition policies and DoD 5000-series directives.
Required Qualifications
Bachelor's degree in Business Administration, Finance, Information Systems, or related discipline.Project Management Professional (PMP) or DAWIA Program Management / Financial Management certification preferred.Proficiency with Microsoft Excel, Project, and other data analysis tools used for cost tracking and program reporting.Understanding of Navy Working Capital Fund (NWCF), PPBE (Planning, Programming, Budgeting, and Execution) processes, and DoD acquisition life cycle management.Competencies
