Community Development Policy And Program Coordinator
The Division of Administration / Office of Community Development has a promotional vacancy. This job title has an assigned pay grade of AS-619. Incumbent is responsible for program implementation, grant selection and funding, policy and program planning, reviewing and evaluating staff.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following :
- Overseeing the state's capital construction program
- Working to provide state and federal grants for community development
- Development of the state budget
- Providing technology services
- Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
- Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications :
Seven years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; ORSix years of full-time work experience in any field plus four years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; ORA bachelor's degree plus four years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; ORAn advanced degree in business administration, public administration, or a Juris Doctorate plus three years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research.Experience substitution : Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Job Duties :
Prepares the information for the Louisiana Community Development Block Grant (LCDBG) Program's portion of the Consolidated Annual Performance and Evaluation Report which is statutorily required for submittal to HUD at the end of each program year.Prepares the information for the Recovery Housing Program's Annual Action Plan, and the Quality Performance and Evaluation Report which is statutorily required for submittal to HUD at the end of each program year.Oversees preparation of five year strategic plans and the annual operational plans for the office as required by Act 1465 of the 1997 Legislative Session; also oversees the preparation of the quarterly performance reports addressing the progress made on the performance indicators for each fiscal year.Prepares the Federal Funding Accountability and Transparency Act (FFATA) report timely to ensure that the public can access information on federal awards on a single, searchable website.Conducts written and verbal communication with federal officials in order to obtain clarification and / or interpretations on a diverse number of issues that arise as new federal requirements, regulations, and concepts become effective.Meets with legislative auditors and HUD staff and provides them with information requested during their annual audit and monitoring visits.Coordinates the use of LCDBG, EPA and RHP Program funds with other state and federal programs designed to assist communities statewide.Monitors recipients' programs on-site for compliance in such program areas as : performance, environmental, procurement, fair housing / equal opportunity, record keeping, acquisition, relocation, citizen participation, labor standards, and procurement.Ensures accordance with the federal requirements for the obligation and expenditure of LCDBG funds.Responsible for the presentation and content of the LCDBG section of the Office of Community Development's official website.Reviews and evaluates work and correspondence of other staff, when requested, and provides technical assistance, as needed.Mediates and resolves conflicts and citizen and administrative complaints that can surface as the CDBG Program is implemented.Researches State and federal law, guidelines, and policies regarding program implementation. Writes policy positions and advises staff, local governing bodies, administrative consultants, and engineers of those policies.Advises / informs local officials, legislators, other State personnel, and citizens of program aspects and federal and State regulations governing the LCDBG, EPA and RHP Programs.Resolves through mediation certain conflicts which have arisen over the interpretation of federal and state laws, policies, and regulations.Position-Specific Details :
