ASSISTANT TRAFFIC ENGINEER, GRADE IV

DEPARTMENT OF TRANSPORTATION AND MOBILITY

CITY OF WORCESTER

The City of Worcester is seeking qualified applicants for the position of Assistant Traffic Engineer, Grade IV for the Department of Transportation and Mobility. The Assistant Traffic Engineer, Grade IV performs professional traffic engineering work related to the design and operation of the public right of way including the movement of pedestrians, bicycles, micro-mobility devices, public transit, and motor vehicles with an emphasis on the safety and access of vulnerable roadway users.

The Assistant Traffic Engineer, Grade IV reports to the Assistant Director of Transportation & Mobility and works under the general supervision of the senior engineering staff. The Assistant Traffic Engineer, Grade IV uses independent judgement in planning and carrying out work details in accordance with established policies and standard procedures. Guidance and technical review for complex work is provided by a senior engineer or other appropriate supervising staff. The Assistant Traffic Engineer, Grade IV works in collaboration with a variety of engineering, planning and other staff from the Department of Transportation & Mobility and other departments and outside stakeholders.

ESSENTIAL ELEMENTS :

  • Plan, organize and manage the processes for determining the movement of people along the public ways with a focus on complete streets and vision zero.
  • Supervise and participate in the inspection of engineering construction projects, check for conformance with plans and specifications, submit reports on progress of project and materials used.
  • Research and develop reports and documentation relating to pedestrians, bicycles, micro-mobility, public transportation, and traffic movement. Ensure that proper data collection methodologies are used and organize data collection efforts; analyze data and translate data into conclusions and recommendations.
  • Perform analysis of traffic signal operations; apply engineering models and scientific methodologies to evaluate signal operations; prepare reports and make recommendations.
  • Plan and oversee traffic signage and pavement marking inventories; oversee the collection and evaluation of data for insertion in the GIS database; develop budgets for sign marking and replacement efforts; evaluate new technologies.
  • Prepare reports, including engineering analyses, conclusions and recommendations relating to the movement of people along the public way, signal operations, signage, markings, etc.
  • Review consultant-generated Transportation Impact Assessment reports and prepare comments related to transportation impacts, mitigation, and construction management plans; develop strategies to implement Complete Streets and traffic calming measures in neighborhood streets; attend neighborhood meetings; work with staff to develop construction documents and budgets.
  • Address resident complaints and problems and explain matters to the public; perform assignments for other town departments; work with utility companies to solve problems.
  • Aid in the preparation of contract documents for bids and execution; confirm contract estimates and process for approval and payment; multimodal roadway design; sustainable storm water management practices as it relates to transportation systems.
  • Work with other members of the department to solve problems; provide research and reports for other City departments.
  • Maintain liaison with the Information Technology Division to ensure that GIS data is up to date.
  • Collaborate with other departments and external agencies on the development and implementation of plans and engineering designs.
  • Perform similar or related work as required, or as situation dictates.
  • Attends and participates in public meetings.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES :

  • Knowledge and experience in the application of traffic / transportation engineering principles, objectives and contemporary best practices.
  • Knowledge of National Association of City Transportation (NACTO) design manuals, state and federal accessibility standards and guidance (such as those available from the Massachusetts Architectural Access Board and US Access Board, such as PROWAG), state and federal highway manuals and standards (such as the Manual on Uniform Traffic Control Devices, Massachusetts Department of Transportation Project Development and Design Guide, and the AASHTO Green Book, for example).
  • Understanding of issues and approaches to improve safety for all transportation network users.
  • Knowledge of the design, operation and application of traffic control devices, including signing, pavement markings, traffic calming, and traffic signals.
  • Familiarity with traffic signal timing and optimization techniques and principles.
  • Familiarity with all urban travel modes, including walking, bicycling, transit and motor vehicles.
  • Familiarity with Americans with Disabilities Act (ADA) standards and best practices in designing to accommodate all users.
  • Ability to analyze data and develop reports, analyze and identify project problems and find solutions, read, evaluate and interpret plans, specifications, traffic data and related information, represent the city, communicate effectively and make public presentations.
  • Strong technical analysis and problem-solving skills.
  • Proficiency with AutoCAD, with the ability to prepare plan drawings for street and transportation infrastructure projects.
  • Experience applying transportation analysis software including Synchro, SimTraffic, StreetLight Insight, ArcMap, etc.
  • Strong computer skills, including use of Microsoft Word and Excel.
  • Communicate effectively verbally and in writing.
  • Maintain accurate records.
  • Exercise judgment and creativity in making decisions.
  • Work effectively with other departments, agencies, and the public.
  • Regular onsite attendance is required.
  • MINIMUM REQUIREMENTS :

  • Bachelor's Degree in Civil Engineering, Transportation Engineering, or a related field
  • Two (2) years of civil / transportation engineering experience
  • PREFERRED QUALIFICATIONS :

  • Master's Degree in Civil Engineering, Transportation Engineering, or a related field
  • Four (4) years of civil / transportation engineering experience involving planning, design and / or traffic operations, with demonstrated experience in one or more of the following areas :

  • Traffic signal design and / or operations
  • Application of pavement markings, signs and related traffic control devices
  • Experience using the Complete Streets approach to street planning and design
  • Two (2) years of experience using Synchro, AutoCAD, and / or GIS
  • Current E.I.T. certification or Professional Engineers (Civil) License
  • SALARY RANGE : $38.58 - $46.99 hourly, full-time, with an excellent benefits package.
