Job description

Position Summary

Under the general direction of the 9-1-1 Manager, plans and oversees the day to day operations of the Corvallis Regional Communication Center. Assist 9-1-1 Manager with personnel direction, training and program planning and implementation. Perform the duties of a 9-1-1 Telecommunicator when required. Maintain the reputation of financial viability through professional, helpful and respectful interactions on every occasion for the Communications Center, the Police Department and the City of Corvallis. These tasks are illustrative only and may include other related duties.

Essential Functions

Provides on-shift supervision and direction to 9-1-1 Telecommunicators. Builds and maintains daily employee schedules, oversees and facilitates annual shift bids and vacation sign-up. Ensures adequate staffing levels.

Plans, prioritizes, and supervises daily work and operations to ensure compliance with departmental goals, policies, and procedures. Implements work program objectives.

Effectively supervises assigned staff. Performs personnel duties such as selection, coaching / mentoring, training, employee / labor relations, evaluating performance, succession planning, discipline, and termination. Creates and maintains an effective work environment by communicating goals and expectations for staff performance, counseling employees as appropriate, and supporting employee engagement efforts.

Leads 9-1-1 operations during emergency situations requiring multiple service responses.

Develops, manages, and monitors the budget for the assigned budget area. Establishes and monitors appropriate department financial measures. Interprets and uses financial data to make informed business decisions. Provides input to 9-1-1 Manager for long-range planning.

Prepares staff reports and research documentation for the 9-1-1 Manager.

Participates in the development of policies, procedures and special projects. Recommends changes to existing policies, procedures and goals. Creates and updates Standard Operating Procedures within 9-1-1 Dispatch as needed.

Ensures technical equipment is available and operational at all times. Purchases equipment and supplies for the 9-1-1 Center.

Participates in recruitment process, including screening applications, facilitating testing and arranging interviews. Assists in development and implementation of recruitment strategies to ensure a diversity of applicants .

Completes random quality assurance checks. Conducts citizen complaint investigations to ensure quality of service is maintained and that department policies and procedures are adhered to. Submits reports to 9-1-1 Manager with recommendations for corrective action.

Assesses training needs. Determines appropriate training methods, designs training materials, develops and implements training plans. Implements training, evaluation, feedback criteria and processes in accordance with industry standards. Ensures all employees meet minimum requirements to maintain DPSST certifications.

Acts as the LEDS Representative for the Corvallis Regional Communication Center. Ensures all 9-1-1 Telecommunications employees obtain and maintain LEDS certification and CJIS clearance.

Provides technical assistance to department personnel, other departments, and outside agencies.

May be assigned as acting in the capacity of 9-1-1 Manager.

Maintains effective work relationships.

Operates and drives a motor vehicle safely, legally and within City and Department policies.

Arrives to work, meetings, and other work-related functions on time and maintain regular job attendance.

Represents the City of Corvallis by responding to the public, community members, its employees, and others in a prompt, professional and courteous manner. Regards everyone, internal and external, as a customer and delivers the best service possible in a respectful and patient manner.

Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.

Effectively promotes and supervises a safe work environment. Complies with all safety rules and performs work in a safe manner. Ensures staff maintains a safe working environment in compliance with Federal, State and City health and safety guidelines and regulations.

Adheres to all City and Department policies.

Qualifications and Skills

Education and Experience :

High school diploma or equivalent.

Minimum of three (3) years of dispatch experience in call taking and dispatching emergency services (police, fire and / or EMS). One year of dispatch experience may be substituted with one year of supervisory experience in any field and 45 college credits.

AND

Minimum of two (2) years of lead work experience that may include leading projects, programs, or initiatives, or leading the work of others, such as providing daily work direction and / or scheduling, assigning work, reviewing completed work, and training.

Knowledge, Skills and Abilities :

Knowledge of procedures and terminology used by police, fire and emergency medical services, including computer aided dispatch codes and commands.

Working knowledge of the laws and regulations, policies, procedures and objectives relating to Public Safety Answering Point operations.

Ability to learn new technology and effectively apply the technology to the work setting, and effectively train staff.

Ability to effectively direct and supervise the work of others. Ability to exercise tact and diplomacy in dealing with sensitive, complex and confidential personnel matters.

Ability to process, assess, and react to large amounts of information quickly; and to concentrate during periods of high stress. Must possess excellent mental reflexes and be able to think quickly and independently in emergency situations that require multiple decisions for action. Ability to decide alternative courses of action when staff is depleted or resources are unavailable.

Strong organizational and analytical skills. Ability to analyze complex problems, evaluate alternatives and make sound appropriate recommendations. Ability to prioritize decisions to ensure appropriate agency response.

Must possess a high level of interpersonal skills and problem solving abilities.

Ability to exercise sound independent judgement and initiative within established guidelines.

Ability to maintain confidentiality and exercise discretion and judgment in dealing with sensitive or confidential information.

Ability to use computers to perform the essential functions of the position. Ability to troubleshoot, analyze and resolve computer and equipment problems.

Special Requirements :

Must be able to work shifts, including evenings, weekends and holidays.

Must be available for 24-hour on-call response to emergency situations and / or other urgent issues.

Completion of or ability to complete supervisory / leadership training within one (1) year of appointment.

Possession of or ability to obtain required training certifications within one (1) year of appointment.

Meet the requirements for 9-1-1 Telecommunicator including certification as Department of Public Safety and Training (DPSST) Basic Telecommunicator and Emergency Medical Dispatch; LEDS Update / Inquiry level certification; and CPR and First Aid certification by the end of the probationary period.

Ability to successfully pass a pre-employment drug screen and Department of Public Safety and Training (DPSST) medical examination that includes vision and hearing tests and a psychological examination.

Ability to successfully pass a comprehensive background investigation including criminal history check and obtain and maintain Oregon State Police Criminal Justice Information Systems clearance.
