Position Description

To provide oversight of parking lots and decks for safety and parking purposes by directing traffic flow, providing parking information, issuing tickets, booting vehicles, and assisting NHCSO and security contractor as directed.

Supervision Received and Exercised : Receives general supervision from the Director, Safety & Training. Exercises no supervision.

Duties & Responsibilities (Essential Functions)

Essential and other important responsibilities and duties may include, but are not limited to, the following :

  • Provide presence in all parking lots and decks on campus for safety and security
  • Provide security in all lots and decks in conjunction with NHCSO and / or security contractor
  • Walk students to their vehicles upon request
  • Patrol an assigned area by vehicle or on foot to ensure public compliance with existing College parking regulations. Patrol properties to maintain safety
  • Maintain close communications with Director, Safety & Training, NHCSO and / or security contractor, using two-way radios or cell phones. Relay information about suspicious activity, incidents, or emergencies to personnel using phones or two-way radios
  • Identifies violations of parking, and determines writing violation or warning in accordance to the College Parking Regulations
  • Identify persistent violators of the College parking regulations, checking with Director, Safety & Training and / or Business Office personnel when necessary to confirm identities or to determine whether vehicles need to be booted or towed
  • Locate suspicious objects or vehicles. Communicate situation details to appropriate personnel
  • Responds to various calls of service to include; assisting motorists, escorting students / employees, or other complaint's related to the areas of responsibility
  • Interacts intensively with the public, receives, listens to and skillfully handles parking disturbance and / or other complaints, educates the public regarding parking and general matters necessary
  • Provide customer service information to the public regarding parking regulations and facilities, and the location of streets, buildings and points of interest. Inform the public about policies, services or procedures
  • Reviews and evaluates validity of contested citations within the scope of responsibility and authority
  • Services and maintains parking enforcement equipment and vehicles, Ability to interpret, apply and explain and enforce parking regulations
  • Exercise sound judgment within established guidelines and supervisory direction
  • Analyze situations and determine appropriate course of action
  • Maintain effective working relationships with staff, public
  • Perform simple vehicle maintenance procedures such as checking oil and gas, and report mechanical problems to supervisor. Communicate situation details to appropriate personnel
  • Perform traffic control duties such as setting up barricades and temporary signs, placing cones, etc. Block physical access to restricted areas.
  • Assist NHCSO in directing vehicle traffic on CFCC property, as needed
  • Provide assistance to motorists needing help with problems, such as flat tires and dead batteries
  • Remove handbills within patrol areas
  • Work with and assist NHCSO, security personnel, and fellow parking guards as needed
  • Provide assistance with functionality of parking deck operations to include gate control, count management, lane direction, etc.
  • Be professional and courteous in all situations
  • Maintain proper uniform appearance at all times

Physical Requirements :

  • While performing the duties of this job, the employee is frequently required to sit, stand, or walk for long periods of time; drive a vehicle; talk and hear, both in person and by radio; use hands or fingers to handle, feel, or operate equipment; engage in repetitive movements of hands and wrists; reach with hands and arms; stoop, bend, kneel and crouch and occasionally lift or move up to (30) thirty pounds
  • Specific vision abilities required by this job include close vision, distance vision, color vision, the use of both eyes, depth perception, peripheral vision and the ability to adjust focus
  • Exposure to extreme temperatures, weather conditions, noise and dust are common
  • Mental Demands :

  • While performing the duties of this job, the employee is regularly required to use written and oral communication skills; analyze and solve problems; use math; observe people and situations; read and interpret data, information and instruments; learn and apply new skills; work with interruptions; and interact with the public, some of whom may be dissatisfied, quarrelsome and / or abusive.
  • Environmental Exposures :

  • Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, weather, fumes, smoke, temperature and noise extremes, hazardous materials, fire, traffic hazards, toxic agents, explosives, violence, or rude / irate persons.
  • Perform other related duties and responsibilities as assigned.

    Qualifications

    Qualifications : Knowledge of :

  • Traffic direction and control procedures
  • North Carolina Vehicle and Traffic Laws
  • CFCC parking regulations and enforcement
  • Ability To :

  • Maintain accurate records.
  • Operate a motor vehicle.
  • Understand and follow written and verbal instructions.
  • Identify suspicious behavior and formulate an action plan to maintain a safe environment
  • Establish and maintain cooperative working relationships with those contacted in the course of work
  • Interpret and apply CFCC goals, objectives, policies, procedures, rules, and regulations
  • Maintain effective audio-visual discrimination and perception needed for :
  • Making observations
  • Reading and writing
  • Communicating with others
  • Operating assigned equipment
  • Handling varied tasks simultaneously
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following :
  • Walking or standing continuously for 30 minutes or longer, maneuver up and down stairs, and / or sitting for extended periods of time
  • Lifting, stooping, climbing, bending, and carrying materials up to 30 pounds
  • Operating assigned equipment
  • Handling varied tasks simultaneously
  • Working in adverse weather conditions
  • Maintain mental capacity, which allow the capability of :
  • Making sound decisions
  • Answering questions
  • Responding to the needs of faculty, staff and guests to the College
  • Demonstrating intellectual capabilities
  • Ability to verbally communicate and relay instructions to public
  • Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :

    Minimum Education / Training :

  • High School Diploma or equivalent
  • First Aid / CPR / AED certification is required or the ability to earn certification within 12 months of employment
  • Must have a valid driver's license
  • Minimum Experience :

  • Experience in parking procedures and enforcement
  • Experience in security measures
  • Preferred Education / Training, Experience, Skills :

  • At least one year of experience in the area of public safety and / or parking control / management is preferred
