Position Description :

This is a professional executive management position with overall responsibility for the health services system and supervision of a variety of health and medical services and programs operated by the Northwestern Band of the Shoshone Nation (NWBSN) through its Tribal Health Department. The Tribal Health Director is responsible for provision of effective and efficient health / medical services in coordination with the Executive Director and Tribal Council, Provider Contract Management and Staff, and other relevant resources. The Director provides leadership and general supervision to the Health Department ensuring compliance with all applicable polies and procedures, contracts, and law.

Duties and Responsibilities

  • The Tribal Health Director is responsible for the provision of effective and efficient health / medical services in coordination with the Executive Director
  • Maintain strict confidentiality, discretion, resourcefulness and sound judgment in handling sensitive issues, provides management oversight to contract healthcare providers and administrative guidelines
  • Manages the Tribal Member Health Benefits and providing comprehensive healthcare benefits to eligible tribal members and efficient operation and provision of quality health service for Tribal members and eligible participants in Federal Programs
  • Establishes, promotes, and monitors high standards of professionalism and quality services.
  • Knowledge of Federal and State Contract Health and HIPA Laws and Regulations to ensure that an adequate provider network is available for Tribal members and clients
  • Performs high level financial duties in areas including, but not limited to procurement, and reviews and ensures that efficient / timely / proper billing and payments are occurring and complying with all contractual and legal requirements
  • Work with medical offices in regard to billing and patient approvals
  • Reviews and evaluates accurate dissemination of Department information to the Executive Director
  • Maintain a presence of the Utah Indian Health Advisor Board and Northwest Portland Indian Health Advisory Board with duties and participation
  • Maintain a working relationship with local health departments for collaboration and tribal member services
  • Available for Tribal Members and Executive Director after hours and on weekends for reasonable questions
  • Ability to function effectively under pressure of time and / or demands of several tasks at once
  • Strong public relations and interpersonal relationship skills with the ability to meet and deal with a variety of individuals exercising tact, diplomacy and judgement
  • Provide basic and accurate information in-person, via phone and email
  • Maintain updated records

Qualifications

  • Must have a BA in Health Care Administration or related field at least 8+ years’ experience in Health Services in the administrative capacity
  • Must have experience effectively handling crisis intervention situations
  • Must have experience working with health care delivery systems, quality improvement and developing and implementing new programs, with experience working with or managing all aspects of health benefit programs to include, but not limited to claims administration; Medicare, Medicaid and other medical billing / collections processes; provider networks; identifying program issues
  • Must have a basic understanding of grants and contracts through the federal government or other agencies
  • Must have computer experience in software programs including Microsoft Word and Excel
  • Must have a valid driver's license and insurable under the Tribal Vehicle Insurance Policy
  • Native American preference
  • Applicants must agree to serve a minimum three-month probationary period during which time their employment can be terminated at will.

    Physical Requirements :

    Constantly requires the ability to receive detailed information through oral communications, and to make fine discrimination in sound. Constantly requires verbally expressing or exchanging ideas or important instructions accurately, loudly, or quickly. Constantly requires working with fingers rather than the whole hand or arm. Constantly requires repetitive movement of the wrists, hands and / or fingers. Often requires walking or moving about to accomplish tasks. Constantly requires standing and / or sitting for sustained periods of time. Constantly requires use of a computer, keyboard, and mouse. Occasionally requires ascending or descending stairs or ramps using feet and legs and / or hand and arms. Occasionally requires stooping which entails the use of the lower extremities and back muscles. Infrequently requires crouching.

    Typical Environmental Conditions :

    The worker is frequently subject to environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.

    Travel Requirements :

    Travel outside of UT / ID occasionally required. Overnight travel outside of the area is infrequently required. Depending on organizational, Tribal, local, and state travel rules, travel to and from Tribal sites, conferences, and meetings may become more frequent.
