Statewide travel is possible 10 percentage of the time. Under limited supervision, this position supports multiple programs by providing financial management, budgetary support, grant management, and other essential financial services for the IV-E Foster Care Family First Prevention Services Act (FFPSA). As the department's primary resource for Title IV-E and FFPSA-related changes, this role ensures the integrity of the department's Title IV-E claiming processes.

The position involves analyzing FFPSA impacts, coordinating accounting operations, advising DCYF staff and management on FFPSA fiscal policy, and identifying and implementing necessary enhancements to Minnesota's Title IV-E federal quarterly statewide claim to ensure accurate financial reporting. Additionally, this position prepares expenditure reports and analyses as required by policy and financial operations management. This role ensures that federal and state funds are properly managed, fully utilized, and reported in compliance with grant and legislative requirements. It works closely with the Grant Accountant Lead and assists other team members as needed. The position provides financial oversight and fiscal policy leadership for assigned programs and grants.

This includes developing and maintaining financial reporting requirements to ensure accurate expenditure reporting within the portfolio. In collaboration with the supervisor, the incumbent will report financial information to grantors and sponsors within specified parameters. The role also offers technical and financial guidance to stakeholders for programs and grants within its portfolio. It involves developing and updating processes, policies, and procedures to align with department objectives and policies. The position evaluates available data to recommend improvements in reporting, develops new reporting tools, and ensures sound fiscal stewardship of state, federal, and foundation funds.

Responsibilities include : Provide fiscal policy expertise to the Department regarding Title IV-E Family First Prevention Services Act (FFPSA) regulations and implications as it relates to funding claiming and reimbursements. Ensure agency-approved claiming mechanisms and cost methodology plans. Conduct and execute analysis of FFPSA legislation as it relates to operational and funding claiming opportunities. Represents the department in Title IV-E FFPSA fiscal policy discussions with other state agencies, community stakeholders and federal officials. Identify changes to and implement solutions to the division's Title IV-E fiscal claiming, accounting, and reporting operations as it relates to FFPSA requirements. Conduct analysis as needed to provide management with information and recommendations for decision-making and strategic planning. Serve as division resource for implementation of new FFPSA projects identified by policy divisions for possible IV-E administrative or training reimbursement for statewide human service activity. Assist with the preparation and submission of Minnesota's Title IV- E federal quarterly statewide claim and prepare expenditure reporting as needed by policy and financial operations management. Collaborate technical expertise to DCYF program staff, division staff, counties, tribes, service providers, auditors, and others on IV-E FFPSA regulations for maintenance and administrative claiming. Collaborate with Unit staff regarding Title IV-E FFPSA projects and with the Federal Government in negotiations over Cost Allocation Plan (CAP) amendments, new federal revenue claims, report filings, and audit appeals involving Title IV-E funds. Minimum Qualifications To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held. Two (2) years of professional accounting or financial experience. Experience must demonstrate : Expertise in federal regulations and law relating to administrative maintenance reimbursement and claiming. Knowledge of federal grant management. Knowledge of federal administrative claiming methodologies and cost allocation plans. Skills in analysis and comprehensive reporting. Experience interpreting and analyzing fiscal data, reports, and records. A Bachelor's degree or higher in accounting may substitute for one (1) year of professional experience.

Preferred Qualifications Experience applying accounting principles (GAAP) and practices sufficient in creation of various financial statements and reports. Ability to analyze and interpret complex fiscal reports and records for adherence and conformance to federal laws, state statutes, and department policies. Experience using Microsoft Office products such as Word and Excel, including use of pivot tables and advanced formulas such as VLOOKUP or similar functions. Communication skills that demonstrate the ability for clear and persuasive presentations to both internal and external audiences, including written and verbal skills to train other staff, answer questions, and provide accounting guidance. Ability to plan, organize, and successfully manage competing priorities. Knowledge of Minnesota Department of Education and / or Department of Public Safety funding streams. Variety of experiences working effectively with others from different backgrounds and cultures.
