Job Summary

This is an exciting leadership opportunity with accountability within the Early Intervention (EI) Services line, part of the statewide system of Early Intervention services known as the Infant & Toddler Connection of Virginia. Loudoun County Early Intervention provides supports and services to children birth to thirty-six months of age and their families under Part C of the Individuals with Disabilities Education Act (IDEA). This Program Manager role oversees Coaching, Fidelity, and the Provider Support aspects of direct service delivery within EI including provider development, adherence to the ITC Virginia Coaching model, contractor support, and leading an interprofessional team of early interventionists.

In this role you will:

• Lead an interdisciplinary EI team and provide clinical, reflective, and first-line administrative supervision to field-based licensed professionals and case managers in accordance with department policies and procedures.
• Manage initial provider assignments and monitor service delivery timelines.
• Support and monitor contracted providers and agencies within Loudoun County EI.
• Support and monitor fidelity to the ITC-Virginia Coaching model across the inter-agency EI provider workforce.
• Evaluate EI assignments and service delivery, including effectiveness, efficiency, outcomes, and quality. Identify opportunities to improve service delivery, documentation, experience of families receiving EI services, as well as ensure compliance with federal, state, and local requirements and practices.
• Support insurance activities such as medical necessity reviews.
• Contribute to public awareness campaigns.
• Represent Loudoun County EI Early and MHSADS at regional and state activities.
• Participate in leadership team activities and training development.
• Demonstrate thorough knowledge of infant and toddler development, infant and toddler assessment standards, atypical development in young children, differential diagnosis in infants and toddlers, as well as Part C federal and state practices.
• Display and cultivate knowledge of family-centered treatment of childhood developmental and behavioral health disorders and delays.
• Exhibit an unwavering commitment to positive team dynamics, collaborative leadership, supportive staff development, and implementation of EI services within a coaching model. Interact with families and team members in an affirmative and timely manner, and maintain all records and documentation according to federal, state and agency policies and procedures.
• Additional duties include completing necessary paperwork for provider assignments and supporting inter-professional teams, which include contracted providers. In periods of high enrollment, the Program Manager may participate as a member of interdisciplinary assessment teams, administer developmental screenings and assessments, interpret results of developmental assessments to families, interpret procedural safeguards and rights relative to federal and state requirements, and facilitate the development and implementation of the Individualized Family Service Plan (IFSP). May also provide intervention and case management during periods of high enrollment or staff absence.

Minimum Qualifications

Bachelors degree in a field related to the assigned program or department (Masters degree may be required depending on specifically assigned department/program); five (5) years related work experience including one (1) year of supervisory or team lead experience; or equivalent combination of education and experience.

• Must be fitted for N-95 (or similar) mask to safely provide on-site services as needed
• Must be eligible for certification as a Virginia Early Intervention Professional and Case Manager
