Purchasing Agent Position
The Pennsylvania Liquor Control Board (PLCB) has an exciting opportunity for a professional Purchasing Agent in the Purchasing and Contracting Administration Division. In this role you will be responsible for all phases of the procurement of non-merchandise supplies, equipment, and maintenance services to Fine Wine & Good Spirits stores, distribution centers and administrative offices of the PLCB located throughout the Commonwealth of Pennsylvania (COPA).
As a Purchasing Agent, you will complete the preparation of Request for Quotes (RFQs), Invitation for Bids (IFBs), Blanket Purchase Agreements (BPAs), Contract Purchase Agreements (CPAs), and Non-Merchandise Purchase Orders (POs) for supplies, equipment and services through the PLCB's Oracle Enterprise Resource Planning (ERP) system and the COPA SAP / SRM system utilizing knowledge of COPA and PLCB rules, regulations, procedures and policies. This includes researching and preparing detailed specifications, selecting bidders, scheduling bid openings, evaluating bids and making awards. May also include receiving of bidder's security checks, bonds, and insurance certificates and tracking / maintaining coverage during entire term of contract.
You will evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine any need for changes, recommend contract modifications, develop original specifications, and modify existing specifications to minimize discrepancies and establish clear lines of responsibility. Your knowledge of purchasing methods, analytical ability, and independent judgment are essential for timeliness, effectiveness, and client satisfaction. Our ideal candidate must be able to prioritize multiple assignments and determine the priority level of work assignments based on time sensitivity, client needs, and the type of product or service requested. Top priority projects are determined independently by the buyer in most cases based on an evaluation of the time constraints and impact to the PLCB.
