FEFA, LLC is seeking a Senior Database Programmer to support the Naval Health Research Center’s Operational Infectious Diseases (OID) Directorate in San Diego, CA. This position plays a critical role in developing, optimizing, and administering databases that support large-scale epidemiological and clinical datasets essential for infectious disease surveillance and research.
The OID Directorate conducts continuous, laboratory-based surveillance of U.S. military populations operating in unique environments to identify, quantify, and study the etiology of infectious illnesses. Data and specimens are collected from surveillance programs and special investigations involving febrile illnesses, pneumonia, and outbreaks of concern. These efforts directly support military readiness and broader public health initiatives.
Key Responsibilities
- Design, implement, and manage databases to store, retrieve, and maintain large volumes of research and clinical data related to infectious diseases.
- Ensure the accuracy, completeness, and integrity of all stored data by implementing rigorous quality control procedures.
- Monitor database performance and troubleshoot issues to optimize processing, storage, and data retrieval efficiency.
- Maintain security protocols to safeguard sensitive data and ensure compliance with applicable regulations (e.g., HIPAA, DoD policies).
- Collaborate with epidemiologists, bioinformaticians, statisticians, and research scientists to support data extraction, analysis, and reporting.
- Integrate diverse data sources to ensure information is accessible and usable for ongoing research efforts.
- Develop automated systems for reporting, visualization, and data delivery.
- Implement system updates, patches, and backup procedures to maintain system integrity and uptime.
- Develop and execute SQL queries to deliver timely and accurate datasets to research teams.
- Maintain comprehensive documentation of database structures, processes, and management protocols.
- Provide training and technical support to research staff on database systems and data management best practices.
- Participate in software development efforts, including the design, building, and maintenance of local software tools using SDLC methodologies.
Required Qualifications
Bachelor’s degree in applied mathematics, computer science, or a related field.Three or more years of experience in a related role.Advanced knowledge of database management systems (SQL, Oracle, PostgreSQL) — required .Advanced SQL programming skills — required .Experience managing large, complex datasets, including clinical and epidemiological data.Strong troubleshooting skills with the ability to diagnose and resolve performance issues.Excellent verbal and written communication skills, with the ability to explain technical concepts to non-technical stakeholders.Familiarity with data security and privacy regulations (e.g., HIPAA, DoD policies).Preferred Qualifications
Proficiency with data visualization tools and experience with Python, R, or cloud-based data solutions.Working knowledge of Power BI , including data modeling, Power Query (M), and DAX. Ability to learn Power BI quickly is required.Experience with Generative Artificial Intelligence (AI) programming is desirable.Software development experience, including use of the Software Development Life Cycle (SDLC) .Additional Requirements
