Position Summary
The ideal candidate brings a proven track record of success managing end-to-end proposal development - from capture alignment through submission - within key NAICS codes including 561320, 541511, 541512, and 541612. You will collaborate closely with subject matter experts, technical teams, and executive leadership to develop clear, compelling narratives that showcase PDG's capabilities and deliverables.
This is a remote contract position offering flexibility, autonomy, and the opportunity to contribute to a fast-growing firm recognized for its innovation, integrity, and excellence in federal human capital and IT solutions.
Key Responsibilities
Lead the full proposal development lifecycle for federal RFPs, RFIs, and RFQs - from initial capture and strategy through final submission.
Develop compliant, compelling, and technically accurate proposal content aligned with solicitation requirements and PDG's value proposition.
Collaborate with subject matter experts (SMEs), recruiters, and technical leads to craft management approaches, staffing plans, and past performance narratives.
Interpret and apply FAR / DFARS requirements, evaluation criteria, and Section L / M instructions to ensure compliance and competitiveness.
Research target agencies to integrate mission priorities, pain points, and terminology into proposal messaging.
Coordinate color team reviews and incorporate feedback to refine proposal clarity, consistency, and impact.
Manage proposal timelines, document control, and production schedules to ensure timely, high-quality submissions.
Maintain a library of reusable content, templates, and past performance materials to streamline future proposals.
Contribute to PDG's strategic growth initiatives by identifying process improvements and proposal best practices.
Required :
Federal Proposal Expertise : Minimum 5 years of hands-on experience developing winning federal proposals (RFPs, RFIs, RFQs) within the NAICS codes 561320, 541511, 541512, and / or 541612.
Compliance & Procurement Knowledge : Strong understanding of FAR, DFARS, and federal acquisition regulations, with proven ability to interpret Section L / M requirements and evaluation criteria.
Technical Writing Mastery : Exceptional writing, editing, and storytelling skills-able to translate complex technical or HR service offerings into clear, persuasive narratives.
Capture Alignment : Experience partnering with capture and delivery teams to position proposals for success through competitive intelligence and customer-focused messaging.
Organization & Project Management : Demonstrated ability to manage multiple concurrent deadlines, prioritize effectively, and produce accurate deliverables under tight timelines.
Analytical & Research Skills : Ability to synthesize agency missions, pain points, and solicitation details into responsive, client-centric content.
Collaboration & Communication : Strong interpersonal skills to engage with SMEs, leadership, and cross-functional contributors across remote teams.
Technology Proficiency : Skilled in MS Office Suite, SharePoint, Adobe PDF, and proposal collaboration platforms (e.g., GovWin, Deltek Costpoint, Asana, or similar).
Quality & Detail Orientation : Meticulous attention to compliance, formatting, and narrative consistency to ensure professional, submission-ready proposals.
Preferred :
Shipley or APMP Certification : Formal training in proposal management methodologies and color team processes.
Federal Market Familiarity : Prior experience developing proposals for agencies such as CBP, USCIS, DOE, NOAA, or GSA.
AI-Assisted Proposal Tools : Familiarity with GovWin IQ, RocketDocs, or AI-driven content generation platforms used to streamline proposal workflows.
Technical & Human Capital Understanding : Ability to write across domains such as IT services, data analytics, and human capital management.
HUBZone / EDWOSB Experience : Knowledge of small business contracting programs and set-aside proposal requirements.
Brand-Aligned Storytelling : Strong sense of visual and narrative consistency that aligns with PDG's values of integrity, innovation, and social responsibility.
Continuous Improvement Mindset : Experience building or maintaining proposal libraries, templates, and style guides to improve organizational efficiency.
Cross-Functional Collaboration : Ability to work fluidly with business development, recruiting, and technical delivery teams to ensure unified proposal messaging.
