Job description

Overview

San Mateo County Health is seeking an experienced candidate for the role of Manager for the Office of Diversity, Equity, and Inclusion (DEI) (Health Services Manager I). The Manager will plan, organize, direct, and supervise operations of the Office of Diversity, Equity, and Inclusion for the San Mateo Medical Center (SMMC) and collaborate with community-based organizations across San Mateo County to address health disparities.

Responsibilities include developing community connections, facilitating focus groups and listening sessions, designing initiatives to close health outcome gaps, presenting disparity reduction plans to the hospital board, advancing the Government Alliance for Racial Equity (GARE) Plan, embedding equity into improvement systems, and managing language access programs and contracts.

The position is in-person, based at SMMC, and may require travel throughout the county.

Ideal Candidate

  • Have at least two years of experience in program and budget development, funding, utilization, coordination of community resources or program evaluation.
  • Have experience providing leadership, planning and implementing organizational change that eliminates institutional racism and bias.
  • Be adept at developing relationships with community members and service providers to reach shared goals and foster engagement.
  • Be knowledgeable about key factors affecting health disparities.
  • Understand the National Culturally and Linguistically Appropriate Services (CLAS) Standards.
  • Have experience developing and implementing program goals, objectives, policies and priorities; conducting or participating in the preparation and negotiation of contracts with outside vendors, consultants or organizations; and administering and monitoring the program budget.
  • Possess strong oral and written communication skills, analytical capability and data analysis skills.
  • Spanish bilingual skills are preferred, but not required.

Duties

  • Organize, supervise, and monitor specialized health-related services and activities.
  • Participate in the development of goals, objectives, policies, procedures and priorities within a specialized service area.
  • Prepare cost estimates and justifications for budget recommendations; monitor and control expenditures to ensure the accomplishment of objectives within an approved budget.
  • Assist in negotiating contracts with outside vendors, consultants or organizations; administer, monitor and evaluate contracts.
  • Maintain an effective working relationship with a variety of public and private organizations, including staff in other Health Services Agency Divisions, county departments and agencies.
  • Answer questions and provide information to the public; supervise the enforcement of community health-related standards, codes and regulations, as required.
  • Provide assistance to higher-level management on program issues.
  • Select, supervise, train and evaluate professional, technical and clerical subordinates.
  • Perform related duties as assigned.
  • Knowledge

  • Principles and practices of public administration and program management, including planning, implementation and evaluation.
  • Principles and practices of community health care including current trends in research, treatment, prevention, education and related services.
  • Principles of budget preparation and monitoring.
  • Principles of personnel training, supervision and evaluation.
  • Skills

  • Apply principles and techniques of community organization, including community awareness, resource coordination and mobilization of diverse community groups.
  • Organize, direct and coordinate program services.
  • Work cooperatively with other county departments and public and private organizations.
  • Analyze problems accurately, develop recommendations and take appropriate action to resolve them.
  • Prepare complex and detailed written reports, procedures and contracts.
  • Speak effectively to diverse audiences, including professional, clinical and citizen groups.
  • Train staff and coordinate activities of contractors, volunteer groups and staff.
  • Education & Experience

    Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. Typically, a bachelor's degree in public health, social work, public administration or a related field, plus one year of supervisory experience in a health, social services or community-based program that included program planning, client services, program evaluation, budget administration or community resource coordination, qualifies the applicant.

    Licensure / Certification

    Depending on the assignment, specific technical licensure may be required.
