Overview

Position : Principal Quality Control Engineer

Location : Central, South Carolina, United States (Onsite)

Duration : 12+ Months contract with possible extension

Responsibilities

  • Supervise and direct quality control engineers assigned to perform inspections and surveillance in support of project work and / or maintenance activities.
  • Provide quality control support to construction management and direct personnel to implement quality requirements and to accurately status the results.
  • Establish priorities which support construction / operations needs.
  • Resolve complex problems which develop during the implementation of quality activities by coordinating with internal and external departments.
  • Provide leadership which inspires efficient performance of assignments, safe work habits, timely exchange of information and commitment to site policies.
  • Participate in contract discussions relating to quality activities.
  • Prepare comprehensive status reports for construction quality activities.
  • Review and approve subcontractors quality procedures and monitor their adherence to those procedures.
  • Coordinate the activities of assigned quality control engineers with other construction departments to ensure that construction is in compliance with site specifications and standards.
  • Prepare quality procedures to ensure proper inspection, testing and surveillance activities are being performed.
  • Provide effective quality training programs and ensure assigned personnel are qualified to perform assigned tasks.
  • Prepare performance evaluations of assigned personnel.

Required Qualifications : Education & Experience

  • Education : Bachelor's degree in a technical discipline and at least 8 - 10 years of practical experience in construction inspection or related areas. An Associate's degree and 10 - 12 years of practical experience would be considered equivalent. A high school diploma and 12 - 16 years of practical experience would also be considered equivalent. Certification in areas of responsibility are required with ongoing programmatic training per the requirements of the project quality program.
  • Education & Experience : Bachelor's degree in a technical discipline and at least 8 - 10 years of practical experience in construction inspection or related areas. An AS degree and 10 - 12 years of practical experience would be considered equivalent. A high school diploma and 12 - 16 years of practical experience would also be considered equivalent.
  • Top Skills & Years of Experience

  • Well developed organizational and supervisory skills and good communication talents are required.
  • Practical field experience in civil (soils, concrete, reinforcing steel, structural steel, protective coatings) quality control inspections.
  • Ability to develop, review, and implement inspection plans in accordance with technical documents, codes and standards.
  • Competency in reviewing and issuing non-conformance reports and coordinating corrective actions.
  • Strong organizational and communication skills to foster a collaborative and safety-oriented work environment.
  • Experience working under NQA-1 quality assurance programs at DOE facilities.
  • Practical QC inspection field experience within the last 12 months.
  • Nice to Have

  • QC Certification as Level II or Level III
  • Familiarity with AC308 adhesive anchor requirements and ESR reports
  • Knowledge of concrete fresh properties test methods
  • Additional certifications such as AWS CWI, ICC Structural Steel and Bolting Special Inspector, and ICC Structural Welding Special Inspector
  • Highly knowledgeable in ACI 318 and ACI 349
  • Other Required Qualifications

  • Work Hours : A 40 hour work week is scheduled. DOE utilizes various work schedules including 5 / 8s (8 hour / day; five days per week), 4 / 10's (10 hours / day; four days per week), and 9 / 80's (9 hours / day, five days on week AA and four days on week BB). Work week excludes DOE holidays. Each workday has 30-minute lunch. Overtime will be expected at times to meet deliverables and will be utilized at the discretion of the Manager.
  • Area Security Access : Candidate must be able to obtain and maintain a DOE "Q" security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments.

  • Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.
