Job description

Project Manager III, Engineering Division

The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port's jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter's Point in the southern part of San Francisco, to Fisherman's Wharf in the northern part of the City. The Port's diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing / distribution, tourism, filming, harbor services, and cruise operations.

The Port of San Francisco has many internationally recognized landmarks such as Fisherman's Wharf, Pier 39, the Exploratorium, the Ferry Building and Oracle Park, home of the San Francisco Giants baseball team. With its unique and historic properties, the Port is home to a variety of tenants and uses. The Port Commission over the last five decades has led a remarkable transformation of the Port; maintaining its industrial maritime heritage while developing new uses, including commercial and public activities, that have helped San Francisco remain one of the most visited and popular cities on the globe.

Job Description

Under the general direction of the Deputy Director of Engineering, the Project Management Office (PMO) Manager leads the implementation of project management procedures, oversees the execution of Port capital projects, and supervises a team of project managers (PM I and PM II) delivering marine-related and Port infrastructure projects.

Essential duties of the PMO Manager :

  • Executes projects and manages a staff of PM I and PM II to complete Port capital projects.
  • Oversees projects throughout the planning, design, permitting and construction phases with the goal of delivering all phases within the respective schedules and budgets.
  • Coordinates and supports project design and analysis.
  • Supports construction for marine and non-marine related projects and monitor progress.
  • Develops project progress reports and provide regular updates to the Engineering Deputy Director.
  • Participates in the development of design and assessment criteria, analysis strategy and assumptions and project alternatives.
  • Provides leadership in the development and implementation of alternative project delivery methods.
  • Provides support between the design team and PMO, represent at review boards.
  • Coordinates with environmental staff, control project costs and schedules.
  • Reviews change orders.
  • Interface with staff, executives, and Port Commission.

Qualifications

  • Bachelor's degree in architecture, engineering or planning plus eight (8) years of responsible architectural, engineering or construction management experience, OR
  • Bachelor's degree in another field plus ten (10) years of responsible experience in a field directly related to the project, OR
  • Twelve (12) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
  • California registration as professional engineer or architect, plus four (4) years of project coordination experience.
  • Possession of a valid California driver's license (to be presented at time of appointment). Employees must be insurable under the Port's automobile liability insurance. Insurability must be maintained throughout employment.

    Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

    The ideal candidate will have :

  • Experience managing projects with construction costs of at least $50M and / or large-scale port or marine facility engineering projects.
  • Knowledge of public sector budgeting, finance and purchasing policies and regulations, and state and federal grant management regulations.
  • Strong time management skills and organization to help project teams meet deadlines; adaptability and stress management skills to handle unknowns that accompany large scale projects or construction projects.
  • Sound understanding of the technical aspects of geotechnical, structural and seismic issues in a marine environment.
  • Knowledge and experience in managing marine engineering construction projects through planning, design and construction, especially for waterfront environments and regulations.
  • Exceptional communication skills; ability to prepare reports and make presentations at public hearings to elected officials or regulatory boards; excellent customer service when representing the Port to external stakeholders and professional groups.
  • Strong integrity, intellectual honesty and belief in the value and necessity of equity and diversity.
  • Ability to collect, analyze and interpret complex data; assess information in a variety of forms from various sources and make recommendations.
  • Skills and ability to collaborate and develop partnerships and networks across organizational and departmental boundaries.
  • Experience supervising staff or overseeing stakeholder relationships; ability to promote collaboration and build consensus with various stakeholders
  • Knowledge of Net Zero Carbon Design or LEED.
  • Proven track record in development and implementation of project tracking and scheduling programs requiring strategic prioritization of limited resources and engaged stakeholders with conflicting priorities is required.
