Job description

Under the administrative direction of the Executive Director and Board, the Chief Privacy Auditor is responsible for planning, organizing, directing, reviewing, and managing the work and staff of the Agency's Audits Division. The Chief Privacy Auditor is also responsible for the overseeing research and implementation of policies regarding a broad range of policy issues related to auditing of an incredibly technically sophisticated and ever evolving subject area pertaining to privacy, cyber security, and automated decision making including Artificial Intelligence (AI). The Chief Privacy Auditor will be responsible for building out the independent audit function of the first agency in the United States created for the sole purpose of protecting the privacy rights of consumers, and in developing its approach to auditing and enforcement. The Chief Auditor will oversee technology experts in the Audit Division conducting privacy and security audits to ensure California's cutting-edge privacy law.

Telework

Telework is available for this position; however, changes to the telework program are at the Agency's discretion. Remote-centered employees may be required to report in person to one of the agency's multiple reporting locations, as determined by management, and may be required to utilize a shared workspace or "hotel" when working in the office.

This position is advertised as open, until filled and the advertisement will remain open until the vacancy is filled. Cut-offs for applications will be the 1st of each month, beginning August 1, 2025. Statement of Qualifications will be scored per those cut-off dates. Hires can be made based on the applications received by those cut-off dates.

    Department Information The California Privacy Protection Agency (CPPA)'s mission is to protect Californians' consumer privacy. The Agency implements and enforces the California Consumer Privacy Act (CCPA). Its responsibilities include : 1) rulemaking in a highly complicated, technical, sometimes contested, and nuanced area; 2) supporting awareness across California's diverse population on issues related to privacy and data security, including the new rights provided to them by the law; and 3) administrative enforcement of those rights.

    General Qualifications

    State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

    Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities :

    A. Knowledge of the organization and functions of California State government including the organization and practices of the Legislature and the Executive Branch; principles, practices and trends of public administration, organization and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management; the manager's role in labor relations; the manager's responsibility for promoting equal opportunity in hiring and employee development and promotion and for maintaining a work environment which is free of discrimination and harassment.

    B. Ability to plan, organize and direct the work of multi-disciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top-level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public and the Legislative and Executive branches; analyze complex problems and recommend an effective course of action; prepare and review reports; effectively promote equal opportunity in employment and maintain a work environment that is free of discrimination and harassment.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and / or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization) :

    CEA Level A - Responsible for broad administrative and program activities, including the execution and / or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and / or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate :

  • Five or more years' experience in conducting research, auditing, testing, or forensics on systems that impact consumer privacy.
  • Five or more years of specialized technical expertise in technology research, technology policy, software engineering, or security.
  • Understanding of internal controls, risk management principles, and regulatory compliance.
  • Strong leadership and management skills; including experience recruiting, training and, managing staff.
  • Knowledge of relevant laws, regulations, and policies of federal and state, agencies, as well as federal and state legislation pertaining to privacy rights.
  • Strong strategic thinking and problem-solving skills, including the ability to anticipate challenges and develop actionable solutions.
  • Expertise in mobile technology, digital advertising technology, cookies, tracking, and algorithms.
  • Demonstrated ability to communicate complex technical topics verbally, in writing, and deliver presentations to a lay audience.
  • Excellent written and oral communication skills.
  • Strong organizational and analytical skills with the ability to multi-task.
  • Access to a professional work environment or workspace.
