ABOUT THE POSITION

The Support Service Worker II, Bilingual (Spanish and English) will perform a wide variety of duties in support of services programs within Health and Human Services. The Access Team connects Marin County residents to mental health and substance use services. This team serves Marin County Medi-Cal beneficiaries, low income and uninsured children, youth, adults and older adults. The Access Team has one (1) full-time, regular vacancy and the program serves as the entry point into the Behavioral Health System of Care and responds to a high volume of calls and service requests daily, often from individuals in acute distress. The Access Team provides in-person, field-based, and telehealth behavioral health assessments.

The Support Service Worker II, bilingual position within Behavioral Health and Recovery Services has a variety of duties including but not limited to :

  • This role acts as an initial triage point for county services and will be responsible for safety assessments and linkage to appropriate services based on the clients' needs.
  • Providing excellent mental health services that honors that diverse background of clients served.
  • This role will include a significant amount of administrative duties which require excellent documentation skills that comply with Medi-Cal and BHRS standards and timelines.
  • Collaboration with multidisciplinary team to ensure treatment team connection
  • Timely documentation of services and referrals to ensure timely connection to care
  • Coordinating with community partners regarding accessing services.
  • Coordinating medical, psychiatric, and vocational / educational services.
  • Checking insurance eligibility and making referrals based on eligibility status; following up with Eligibility Specialist as needed
  • Being knowledgeable of and providing information of agencies regarding housing resources, in home support services, public guardian, etc.

In addition to the above-mentioned duties, the position also includes the following :

  • Provides referrals and authorizations for Specialty Mental Health Services that may be provided by county programs and / or a network of organizational and individual providers.
  • Provides referrals to outpatient substance use services and authorizations for residential substance use treatment.
  • Makes principal contact with pre-consumers (Marin County has a large population of monolingual Spanish speaking clients).
  • When needed utilizes the Language Line to support client of non-threshold languages
  • Conducts demographic screenings for mental health and substance use services via telephone in English and Spanish.
  • Verifies eligibility and processes documents important to service delivery.
  • Provides critical support to Mental Health Practitioners and Unit Supervisor.
  • Bilingual Testing :

    Bilingual Testing / Certification : The successful candidate must possess bilingual skills and must demonstrate proficiency in both Spanish and English prior to appointment. A bilingual proficiency exam will be administered to ensure the candidates possess the appropriate skill level to meet the requirements.

    The ideal candidate has experience completing administrative and support tasks using Windows and Microsoft Office programs in a mental health, primary health care, public health or social services settings and has familiarity with the complex needs clients may face. They successfully utilize computer software programs including Word, Excel, Outlook and can learn department specific computer programs with ease. They have the ability to identify and triage urgent client needs both in-person and by telephone. The candidate has experience processing forms, document recording, intake applications and other types of administrative paperwork. The successful candidate is detail-oriented and performs important technical and complicated tasks with a high degree of accuracy and reliability. The ideal candidate has experience with identifying and explaining types of eligibility to clients.

    The ideal candidate also has a proven track record of providing excellent customer service and developing and maintaining professional, supportive, respectful and collaborative working relationships. They possess excellent interpersonal skills and have experience interfacing with staff at all levels, as well as members of the public. Excellent time management skills, ability to prioritize tasks effectively and maintain adherence to multiple deadlines is essential. The ideal candidate can express ideas clearly, concisely and accurately when writing correspondence. The candidate also has experience successfully working independently and as part of a team.

    QUALIFICATIONS

    Knowledge of

  • The ethnic, economic, and social factors affecting residents and special populations of the community or clients served by Health and Human Services programs.
  • Major community resources including social, employment and health services.
  • Ethnic, economic and social barriers which inhibit residents from seeking and receiving services and methods of overcoming or lowering service providing barriers.
  • Acceptable household management and personal care standards such as basic nutrition, economical meal planning, money management and budgeting, and personal health and hygiene standards, methods and practices.
  • Normal health needs of infants, children, adolescents, adults, and aged persons.
  • Signs and symptoms requiring medical assistance.
  • Interviewing and information gathering techniques.
  • Computer applications related to the work.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Ability to

  • Evaluate client needs through interviewing and observation.
  • Perform a variety of paraprofessional support work.
  • Resolve conflicts between clients and providers.
  • Recognize specific indications of need for various services and develop service delivery plans.
  • Utilize bilingual skills to read, understand and explain rules, policies and documents to a non-English speaking or bilingual population.
  • Maintain accurate records and files.
  • Make accurate complex arithmetic calculations.
  • Prepare reports related to the work performed.
  • Establish and maintain effective working relationships with clients, children, representatives of the community served, employees of County departments, and other agencies and the public.
