General Function
General Function : Lead and execute a capture management process that identifies opportunities, assesses the environment, develops action plans, and implements winning strategies to capture specific business opportunities.
Responsibilities
- Effectively execute a capture management process that encompasses identifying opportunities, assessing the environment, developing an action plan and implementing winning strategies oriented towards capturing specific business opportunities.
- Develop marketing and capture strategies designed to increase the probability of winning.
- Develop and nurture exceptional relationships with internal and external stakeholders.
- Effectively manage collaboration tools to be used by a hybrid, diverse team for effective capture management and communication.
- Lead and / or support the identification of new opportunities and manage a pipeline of valid / qualified opportunities.
- Support the development of competitive pricing structures.
- Lead the effort to qualify and pursue opportunities which could include performing gap analysis, identifying and securing teaming partners, working NDAs and Teaming Agreements, performing opportunity scoring, identifying win themes and discriminators, and positioning PES for a winning proposal strategy.
- Lead a gate review process to advance opportunities through the full business development lifecycle, often the largest and most strategic captures.
- Effectively manage business development / capture documentation utilizing a shared repository such as SharePoint.
- Support and attend business development events designed to promote brand awareness, develop partner relationships, build customer relationships, and generate business (networking events, industry days, conferences, seminars).
- Must have experience and be able to brief senior executives and government clients.
- Provide excellent communication skills, both written and verbal, and proven ability in assisting others in how to write and communicate to market the company's capabilities.
Qualifications
Education / Certifications / Experience / Skills :
BA Degree and at least 5 years of demonstrated industry-related experience related to capturing and winning Federal Government opportunitiesMust have Army experience.Must have strong attention to detail.Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook, SharePoint)Must be able to transport to various facility sites; if using own vehicle, must possess a valid driver's license and proof of insurance.Prefer to have the ability to lead cross-functional teamsPrefer to have the ability to communicate with senior executives both internally and externallyPrefer the experience in developing and successfully negotiating teaming agreements.Clear and demonstrated understanding of the Federal Government contract lifecycle (RFIs, RFPs, TOPRs, etc.).Proven understanding and experience with successful execution of all capture phases, including strategic planning, teaming, proposals, market and competitive assessments, staffing analysis and price-to-win analysis.Proven leadership skills to develop, organize, and execute necessary capture activities (e.g., building industry teams, honest win probability assessments, and executing customer call plans) to shape acquisitions for better responses and winning business with new and existing customers.Demonstrated experience with collaboration tools (e.g., SharePoint, Teams).Demonstrated experience with tools such as GovWin, SAM.gov, eBuy, and / or other business development tools.Demonstrated understanding of industry best practices for capture management (e.g., Shipley).Experience working with the Air Force, Army, Navy and / or other Federal / Civilian agencies.Must possess and maintain a government security clearance at the Top Secret level.Equal Opportunity
