The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Major Duties and Responsibilities :
NCTC's Directorate of Intelligence (DI) was mandated by Congress to be the primary organization in the United States Government for analyzing and integrating terrorism intelligence. The DI provides senior policymakers with integrated and coordinated terrorism analysis and produces the full range of analytic products, including daily Terrorism Intelligence Briefs, President's Daily Briefs, warning products, short-term and longer-term research, and alternative analysis.
The National Counterterrorism Center's Directorate of Intelligence (NCTC / DI) is seeking a highly motivated officer to serve as a Program Manager to manage resources and technical projects for NCTC's Technical Evaluation Program (NTEP) in the group covering terrorist lethal capabilities. The functional counterterrorism (CT) issues this group analyzes include topics ranging from conventional explosives, to unmanned aircraft systems and weapons of mass destruction.
As the Program Manager for NTEP, the successful candidate will work closely with analysts to develop technical proposals and allocate resources to a wide range of interagency partners who will conduct scientific studies and testing to enhance and support the group's analysis.
In consultation with group management and analysts, the Program Manager will regularly interact with these interagency partners to determine how best to carry out the group's technical proposals in a timely, effective, and cost-efficient manner.
Additionally, the selected candidate will be expected to evaluate, integrate, review, and develop planning efforts for area of responsibility in coordination and collaboration with other U.S. Government agencies.
Engage counterparts on tactical coordination issues for effective implementation flagship collaboration initiatives.
Collaborate with stakeholders to develop the roadmap for the strategic solution to compartmented collaboration.
Develop the unifying vision to bring collaboration tools, data, and processes into a seamless user experience.
Apply legal and policy issues related to collaboration.
Lead assessments to leverage best practices and lessons learned
Initiate, manage, plan, direct, and coordinate scientific and engineering research and development activities for one or more scientific / technical projects.
Collaborate and coordinate technical and field analysis of terrorist use of technologies for the development, testing, and evaluation of terrorist tactics, methods and technologies.
Guide and lead activities as needed and in association with program responsibilities with an awareness of resources, budget constraints, personnel and mission requirements.
Lead, plan, and organize NTEP specialized projects, and serve as an NTEP Lead for coordination with some remote RD&E facilities.
Provide briefings on projects, classified and unclassified to NCTC senior leadership.
Build and leverage diverse collaborative networks within the ODNI and across the IC.
This position will require regular interaction and communications with other members of the IC and local, state and federal law enforcement, and frequent interaction with site and facilities personnel.

Extensive knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development.
Demonstrated ability to anticipate issues relevant to the IC and United States Government and recommend / implement needed actions.
Demonstrated leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals.
Demonstrated ability to design and implement integration strategies for IC initiatives and programs, including the demonstrated ability to manage human, financial, and information resources.
Demonstrated analytical and critical thinking skills, including the demonstrated ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
Demonstrated ability to manage strategic and tactical level topics, and develop innovative recommendations and solutions for improvement.
Demonstrated interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment.
Demonstrated oral and written communication skills, including demonstrated ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise.
To be considered qualified, applicants must possess at least four years of government experience at a national agency, federal or state law enforcement agency, or combatant command.
Conditions Applicants from federal agencies within the Intelligence Community (IC) may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Applicants must have current TS / SCI clearances with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.
