OVERALL OBJECTIVE OF JOB
This is specialized clerical work serving as Assistant Deputy to the County Register and Recorder. Work involves responsibility for receiving, recording, and processing deeds and mortgages, and maintaining office records. Work includes public contact in accomplishing assignments and effective public relations.
Work is performed under general supervision. Assignments are varied in nature and are carried out in accordance with standard clerical practices, procedures, and precedents, general work instructions, and any applicable legal standards or regulations.
ESSENTIAL FUNCTIONS OF JOB
- Working at the counter and communicating and helping the public.
- Performs public contact work in gathering information, resolving complaints, and providing information.
- Scanning and proofreading documents.
- Taking and issuing marriage licenses.
- Accepting and clocking deeds, etc.
- Recording military discharges.
- Operating basic office equipment (copier, reader-printer, imaging, and computer systems).
- Log and mail instruments to proper place.
- Answer mail (i.e. genealogy requests, copies of marriages, discharges, deeds, etc).
- Expertise in the records available in the office to help the general public examine records.
- Balance and close a day’s receipts.
- Make certification of records.
- Have general knowledge of county government and services for referral.
- Answer phone, takes messages, do limited mortgage searches.
- Typing and computer data entry.
- Preparing and filing monthly reports.
- Accepting and probating estates.
- File, index, maintain, and retrieve records as needed.
- Work cooperatively with county departments.
- Compiles reports and gathers information as needed.
- Utilizes computer programs including Microsoft Office programs and other office equipment as needed.
- Recording and processing of E-filed documents.
- Work with Court Staff in the processing and maintenance of adoption and guardianship documents.
OTHER DUTIES OF JOB
Assists in answering phone and performing other duties within office as necessary.Attends meetings and / or training as required.Performs all other duties as required.SUPERVISION RECEIVED
Reports directly to the Chief Deputy Register and Recorder. Receives some but minimal supervision on day-to-day tasks and jobs.

WORKING CONDITIONS
The work environment characteristics described herein are representative of those employee encounters while performing the essential functions of the position.Works indoors in adequate workspace, lighting, temperature, and ventilation.Works with average indoor exposure to noise, stress, and disruptions.Occasionally deals with angry or disruptive individuals.Normal indoor exposure to dust / dirt.Travels periodically to perform essential job duties.PHYSICAL AND MENTAL CONDITIONS
Must possess the ability to do light work with occasional lifting / carrying of objects up to 10 pounds.Must be able to pay close attention to details and concentrate on work.Must be able to sit or stand for long periods throughout the workday, with intermittent periods of walking, bending, twisting, and reaching necessary to carry out duties of job.Must be able to cope with physical and mental stress of the position.Must possess ability to record, convey and present information, explain procedures, and follow Must be able to travel to County buildings, as well as meetings and conferences as required.instructions.Dexterity requirements range from simple to coordinated movements of fingers / hands; feet / legs; torso necessary to carry out duties of job.QUALIFICATIONS
High School Diploma or equivalent required.Two years of clerical experience in record keeping activities, one year of which shall have included the recording, indexing, and processing of legal documentation of record. Any equivalent combination of acceptable education and experience.Valid Pennsylvania driver’s license.CLEARANCES
Must have acceptable results on all criminal background checks including Act 34 PA State Police Criminal History, Act 151 PA Child Abuse, Drivers Background Check, and FBI clearances.KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties.Must possess ability to understand and follow complex oral and written instructions and to use sound judgement.Must possess ability to pay attention to detail, accuracy, and concentration of work.Must possess ability to ensure confidentiality with sensitive case materials and records.Must possess good communication and interpersonal skills.Must possess the ability to function independently.Must possess working knowledge of pertinent legal terminology to file all civil, criminal documents, i.e., motions, petitions, and orders etc. in the proper sequence.Must have the ability to operate all office equipment including computer, scanner, photocopier, telephone, printer, and fax machine.Must have the ability to type routine correspondence in a timely manner.Must possess ability to maintain records and prepare reports in a timely and accurate manner.Must possess organizational skills and be able to multitask while maintaining a neat and orderly work area.Must possess ability to establish and maintain effective working relations with clients, associates, court personnel, attorneys, co-workers, and the general public.Must be willing to travel as needed.Must possess the technical knowledge and skills to operate computer hardware / software systems and be capable of learning new software systems and hardware quickly.Must have general knowledge of county government and services for referral.Must have basic working knowledge of Microsoft Word and Excel.
