Nature of Position
The IT Systems Analyst (GRS) position will be part of the newly created Governance Risk and Strategy (GRS) Team. The Team's goal is to be a proactive strategic enabler to improve the productivity, capabilities, and security of City of Alameda departments. It does this by using customer outreach to understand and analyze business processes. The GRS Team then works with departments to deploy proactive IT solutions such as :
The ideal candidate will be responsible for continuing the alignment and building out of the Microsoft 365 ecosystem of products for the City, including SharePoint, OneDrive, Teams, and the Power Platform products. The candidate to fill this position will be a fast learner and will possess a broad range of knowledge including HTML, JavaScript, API integration, and project management principles and practices. Knowledge of AI systems is a plus. The candidate will also research and evaluate the capabilities of potential new software systems, including AI systems, develop software-based solutions to streamline business processes and develop training programs to train staff on new software systems or processes. In addition, the candidate will have the ability to translate user needs into detailed requirements and interpret and explain technical policies and procedures associated with the about systems.

Distinguishing Features
Under general supervision, performs analytical duties in the development, operation, administration, and support of the City's information systems; manages projects related to maintaining and enhancing systems; tests and supports a variety of specialized computer software, components and devices; establishes, monitors and maintains integrated data networks and analyzes overall system performance; consults with city departments to identify technology needs and evaluates software requirements; provides technical support and assistance to end users; and performs other related work as required.
Work in the class is distinguished from that of lower level technical classes by the level of professional responsibility assumed and the complexity of duties assigned. Employees at this level are required to be fully trained in all functional assigned area / s of responsibility.

Education : Graduation from an accredited four year college or university with major course work in information technology, public or business administration, or related field.
Experience : Four years of information technology experience in the operation and analysis of designated technology systems.
Knowledge
Knowledge of principles of information technology hardware and software; policies and procedures; computer hardware and software applications; applications in word processing, spreadsheet, database programs / design and printer operations; best practices for implementing, troubleshooting, and resolving technical matters; equipment and software use in computer-aided dispatch; related principles of programming; and fiscal management.

Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee's ability to get to / from various work locations in a timely manner, is necessary to perform the essential functions of the position.
Selection Process : The examination process may include an application and supplemental questionnaire evaluation, a written exam, a performance exam, and / or an oral interview. The examination process may test for, but is not limited to, the essential knowledge and abilities listed in the job specification and announcement and will be designed to provide a comprehensive review of each candidate's technical knowledge and overall suitability for the position. Qualified applicants will be notified of the exact date, time, and location of examinations approximately two weeks in advance. Candidates passing all components of the examination process will be placed on an Eligible List. A list of names is certified to the department(s) having vacancies based on the type of examination conducted pursuant to the provision of the City's Civil Service Rules. Final selection will be made from the Eligible List by the Department Head subject to approval by the City Manager. The Department Head may utilize additional selection procedures to make a final hiring decision. Placement on an Eligible List does not guarantee employment. Prior to appointment, a thorough reference check will be conducted which may include a credit check and background. The selection process may be evaluated and revised based on the number of qualified applicants. Federal law requires that prior to employment, you must furnish proof of your identity and eligibility for employment in the United States, as required by the U.S. Citizenship and Immigration Services.
