Job description

Position Summary

Plan, direct, manage and oversee a team of data analysts working through the Albuquerque Police Department (APD). The Albuquerque Police Department is committed to data-driven problem solving for informing executive decisions and guiding operations. Responsible for developing data driven metrics, utilizing statistical methodologies, and analytics in evaluating police accountability, transparency, and reform. Manage and oversee team working through the Analytics Unit of the Albuquerque Police Department in the evaluation and study of these and other data analysis related functions. Perform a variety of administrative, technical, and professional tasks in support of assigned area of responsibility.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Master’s Degree from an accredited college in business administration, business analysis, business analytics, computer science, industrial engineering, operations research, social science with a quantitative focus, economics, econometrics, or public administration preferred; and

Four (4) years experience in data analysis, policy analysis, or data program evaluation preferred.

Two (2) years of leading a data analytics team or data driven program preferred.

ADDITIONAL REQUIREMENTS :

Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.

Possession of a City Operator's Permit (COP) within six (6) months from date of hire.

Possession of an Associate Certified Analytics Profession (aCAP), Certified Associate in Project Management (CAPM), or other relevant credential preferred.

Preferred Knowledge

  • Principles and practices of data analysis and data science.
  • Principles and practices of process analysis.
  • Statistical research and analysis performance
  • Techniques and methods of coordinating and managing projects
  • Program evaluation processes
  • Tableau, SQL, R, Python, Excel, or similar tool for data analytics
  • Power BI, Tableau, or other business intelligence software
  • Pertinent Federal, State and local laws, codes and ordinances
  • Police reform and Settlement Agreements
  • Law enforcement datasets
  • Experienced in the principles of supervision and training

Preferred Skills & Abilities

  • Develop policy recommendations based upon data analysis
  • Define complex problems, design efficient and organized plans to collect and format data, establish facts, and draw logical conclusions.
  • Create and determine acceptability of research hypotheses using accepted theories, practices, principles, and data.
  • Develop effective strategies for solving a wide variety of complex problems
  • Prepare and present a variety of clear and concise oral and written reports
  • Train, schedule, supervise and evaluate subordinate staff
  • Lead, organize and review the work of staff
  • Generate graphs, charts, and other visual displays
  • Interpret legislation and regulations, administrative policies and procedures.
  • Select, supervise, train and evaluate staff
  • Effectively collaborate with both internal and external stakeholders, including media and non-governmental organizations
  • Speak in public settings, such as court and during media or press releases
