Director of Lease Assistance and Finance, ONPCS - 25633

Position Summary : New York City Public Schools (NYPCS) serve as the district for all charter schools in New York City. In this capacity, the NYPCS supports over 285 charter schools in school-based operations, NYPCS systems, facilities, and other areas. Further, the Office of Nonpublic and Charter Schools (ONPCS) team serves as the fiscal pass-through agent for charter per pupil and New York State charter funding streams, including funding for lease assistance. The Director of Lease Assistance and Finance will lead the cross-divisional work stream to be in compliance with Section 2853(3)(e)(5) of the New York State Charter Schools Act, which mandates lease assistance to eligible schools, pursuant to State law. In addition, Director of Lease Assistance and Finance will work closely with the Office of District Planning and Office of School Facilities to support all charter schools in NYPCS co-located space. The coordinated efforts of these offices align the needs of students with available resources to improve outcomes. Performs related work.

Key Relationships : Division of School Facilities, School Construction Authority, Division of Instructional and Information Technology, Office of District Planning, Office of Enrollment, Office of the General Counsel, Division of Finance, and Division of State Revenue.

Responsibilities

  • Collaborates with senior leadership to develop a short and long-term charter strategy that addresses the needs of all students in NYC.
  • Creates charter specific facilities policies that support wider district strategic and charter-specific initiatives to the charter sector within the framework of the NYS Charter Act.
  • Works with other NYS authorizers to identify NYC district capacity and quality needs and align charter expansion requests to these needs.
  • Leads the cross-divisional workstream to ensure compliance with Section 2853(3)(e)(5) of the New York State Charter Schools Act, which mandates lease assistance to eligible schools, pursuant to State law.
  • Reviews and approves private space leases to ensure that they meet NYPCS policy guidelines prior to issuing lease assistance funding to schools.
  • Manages the transparent and timely disbursement of lease assistance payments to eligible charter schools projected for a total cost of $300million+.
  • Reviews and approves lease assistance invoices and performs all processes related to issuance of accurate payments.
  • Supports the finance team with all related transactions to ensure accurate and timely payments to schools.
  • Leads the lease review process, conduct lease reviews, and make recommendations to senior leadership on key policy decisions.
  • Works closely with the finance office, the revenue office and New York State Department of Education to issue lease assistance payments to schools and provide documentation and backup for reimbursement requests. Works closely with the Office of District Planning and Office of School Facilities to support all charter schools in NYPCS co-located space.
  • Works closely with the Office of the General Counsel to create legal documents.
  • Provides guidance and training to charter schools in all matters pertaining to shared NYPCS space and facility planning, including the A-190 process, space request process, and building council procedures.
  • Coordinates strategic planning on space and facilities issues with the Office of District Planning and Office of School Facilities.
  • Supports the Charter School Authorizing Team (CAT) with all space and facilities related issues for charter school closures.
  • Coordinates the Charter School Summer building sitting process in partnership with the Division of School Leadership.
  • Liaises with the Department of Law and other City agencies to provide zoning override support to charter schools.
  • Provides a seamless line of communication and information to the Senior Executive Director in addressing all space and facility-related issues.
  • Serves as the main point of contact to the Division of Operations for matters related to facilities, including water safety, soil remediation, etc.
  • Serves as liaison with Charter Management Organizations, NYC Charter School Center and Community Charter Schools Coalition, NYS Education Department and State University of New York to improve charter sector experience and identify opportunities for new or revised NYPCS charter policies.
  • Evaluates current charter specific NYPCS policies; identifies impact on NYPCS portfolio and charter sector and makes recommendations to senior leadership.
  • In partnerships with the data, analytics and operations team, facilities the collection of facilities locations and maintenance of such on an ongoing basis.
  • Manages other sensitive and special projects as needed.

Qualifications

Minimum :

  • A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full‑time professional experience, for educational program(s) and / or institution(s) in one or a combination of the following : working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full‑time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in “1” above; or
  • Education and / or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.
  • Preferred :

  • Management experience with working knowledge of public education, public charter schools, and / or interest in public education.
  • Knowledge of NYPCS policy and procedures with an ability to interpret and apply policies effectively.
  • Ability to work under pressure and navigate an environment that is extremely high‑paced with projects under tight and changing deadlines.
  • Ability to learn quickly and continuously and is responsive to feedback.
  • Analytical thinker with experience in situational problem‑solving.
  • Skilled in group problem‑solving and working with complex concepts in a dynamic setting.

  • Project management experience and problem‑solving skills related to gathering, organizing, analyzing, and presenting data.

  • Advanced proficiency in Microsoft Excel, PowerPoint, Visio, and Access.
  • Salary : $131,830 - $149,982
