Job Summary
The Controller oversees the organization’s accounting operations and ensures the integrity and accuracy of all financial data and reporting. Reporting to the Chief Financial Officer (CFO), this position manages the daily functions of the accounting and payroll departments, including general ledger integrity, financial reporting, budget coordination, and compliance with Generally Accepted Accounting Principles (GAAP) and other regulatory standards. The Controller serves as the primary liaison for external audits and third-party reviews, ensuring sound internal controls and transparency. Working closely with the CFO, the Controller provides financial analysis and insights that support informed decision-making and organizational goals. This position provides management and supervision to designated staff and fosters a culture of accuracy, accountability, and continuous improvement within the department.

A. Job Specific Functions / Performance :
1. Plans, directs, and coordinates all accounting operations, ensuring compliance with CHC’s internal control framework. Implements, monitors, and evaluates processes to maintain appropriate segregation of duties and a robust internal control environment.
2. Manages the accumulation, consolidation, and analysis of all financial data to ensure accurate reporting of consolidated business results, including revenue specific to Washington State FQHC operations and maintains monthly estimates of PPS reconciliation payable / receivable from Washington Health Care Authority
3. Coordinates the preparation of timely and accurate internal and external financial statements and reports. Ensures revenue is recorded in accordance with GAAP and federal / state reimbursement rules, including capitation, value-based care incentives, risk-sharing payments, wraparound payments, and alternative payment methodologies (APMs).
4. Serves as the primary contact for external auditors, coordinating annual audits and ensuring timely resolution of findings.
5. Coordinates activities related to external tax return preparation and ensures compliance with all applicable tax regulations.
6. Provides management with accurate financial insights and analyses to support data-driven decision-making, including payer reimbursement modeling, multi-year financial forecasting, and productivity analysis.
7. Leads and is directly responsible for the preparation, development and administration of the organization’s annual operating and capital budgets. Collaborates closely with department leaders to develop departmental budgets, providing guidance, tools, assumptions and financial training. Ensures staffing models, productivity standards, payer reimbursement assumptions, grant budgets and strategic initiatives are integrated into the organization-wide budget. Collaborates with human resources to develop and maintain a position control tool that is incorporated into the organization’s budget.
8. Evaluates current accounting operations, identifies opportunities for process improvement, and implements new systems or procedures to enhance efficiency and accuracy. Provides financial modeling and scenario analysis to support operational and strategic decisions.
9. Reviews and approves monthly general ledger account reconciliations, ensuring the integrity of financial data.
10. Monitors and evaluates accounting and internal control systems to ensure compliance with GAAP and organizational policies.
11. Develops and tracks key business performance metrics to measure financial and operational effectiveness.
12. Responds to information requests from departments across the organization and provides financial guidance as needed.
13. Conducts financial analyses and completes special projects assigned by the CFO, including modeling related to service line, department and location financial performance, payer changes and capital investments.
14. Oversee all regulatory reporting, including tax planning and compliance activities, annual Medicare and Medicaid cost reports, UDS reports, Financial Status Reports (FSR), and revenue reconciliations with the Washington State Health Care Authority and Managed Care Organizations. Ensures accurate accounting for PPS reimbursement, wrap payments, and Medicaid reconciliations. Collaborates and provides financial information to the CFO and CEO to manage the organization’s PPS rate strategy, including evaluating rate adequacy and preparing Change-in-Scope applications with the Washington State Health Care Authority. Serves as the primary financial contact for CIS submissions and ensures proper financial documentation, modeling and follow-up.
15. Manages, develops, and retains a skilled accounting team, fostering a culture of accuracy, accountability, and professional growth.
16. Provides strategic oversight of all grant-related financial activities, including establishment of grant accounts, budget preparation, revenue recognition, staff and expense allocations, and compliance with reporting requirements and Uniform Guidance (2 CFR Part 200). Partners with department managers and program sponsors to ensure fiscal integrity, adherence to funding terms, and accurate internal and external reporting.
