Wellness Equity Alliance (WEA) is a novel national public health organization comprised of a multidisciplinary team of population and public health experts with backgrounds in infectious disease, public health, emergency medicine, primary care, cardiology, pediatrics, psychiatry, community health work (CHW), nursing and advanced practice pharmacy. We work nearly exclusively with underrepresented communities, fundamentally addressing health-care disparities and the social determinants of health (SDoH) that have been amplified during the COVID-19 pandemic, prioritizing the following :
- People experiencing homelessness
- Indigenous communities
- Immigrant communities
- Rural communities
- BIPoC communities
- LGBTQIA+ communities
- Justice-impacted communities
The WEA team is diverse, inclusive, and nimble enough to assemble teams of healthcare professionals within days using our proven local staff recruitment models to address population health crises and communicable disease outbreaks. The WEA team’s partnership model is collaborative and allows hospitals, health jurisdictions, state / local government agencies to provide timely care using equity-based strategies for individuals and marginalized communities.

Under the direction of the Chief Operations Officer, the People & Culture Manager provides leadership in developing and implementing strategic human resources initiatives that align with WEA’s mission, values, and organizational goals.
This position plays a critical role in driving employee engagement, streamlining HR procedures, and overseeing recruitment, onboarding, and retention efforts across multiple program sites. The People & Culture Manager ensures that WEA remains compliant, mission-aligned, and a great place to work—one where staff feel valued, supported, and connected to the organization’s purpose.
Key Responsibilities
Leadership & Strategy
Partner with executive leadership to design and implement People & Culture strategies that promote organizational effectiveness and employee satisfaction.Lead initiatives that enhance employee engagement and foster a culture of collaboration, inclusion, and continuous improvement.Streamline HR procedures, policies, and workflows to improve efficiency and consistency across programs and states.Talent Acquisition & Onboarding
Oversee full-cycle recruitment to attract and retain diverse, mission-aligned talent.Lead and continually enhance the onboarding process to ensure new hires are successfully integrated and engaged from day one.Collaborate with managers to identify staffing needs, draft job descriptions, and create equitable recruitment practices.Employee Development & Retention
Design and implement retention strategies focused on professional growth, recognition, and work-life balance.Develop and oversee training and professional development programs.Conduct exit interviews and analyze trends to strengthen retention and engagement initiatives.Compliance & HR Administration
Maintain compliance with all applicable state and federal labor laws (California and other states of operation).Oversee compensation, benefits, and performance management programs.Manage employee relations matters with professionalism, fairness, and confidentiality.Advise managers and staff on policies, procedures, and workplace best practices.Culture & DEI Leadership
Serve as an executive sponsor for WEA’s Diversity, Equity & Inclusion (DEI) initiativesPartner with internal committees and leaders to ensure equitable and inclusive practices in all aspects of employment.Support WEA’s mission of advancing health equity through an engaged and diverse workforce.Key Responsibilities
Advise on the development of communicable disease screening and treatment modalitiesWork with outside vendors on procuring and developing innovative communicable disease platformsAdvise senior leadership on BD efforts in the communicable disease spaceContribute to data collection and analytics around HIV street medicine and related programsAdvise on TA models around the improvement of communicable disease testing and response programs for public health (eg syphilis CDI QI)Work as a convener for public health coordination eventsAdvise on harm reduction build outsEssential Skills and Qualifications :
Leadership & Oversight : Ability to lead multidisciplinary teams and oversee complex program activities.
Regulatory Compliance : Deep understanding of state and federal public health regulations and grant requirements.
Strategic Thinking : Ability to develop innovative approaches to communicable disease response.
Communication : Excellent verbal and written communication skills, with the ability to collaborate across diverse stakeholders.
Analytical Skills : Strong data analysis, program evaluation, and reporting capabilities.
Project Management : Demonstrated ability to manage multiple priorities, meet deadlines, and ensure program goals are achieved.
Qualifications and Education Requirements
Education
Bachelor’s degree in Human Resources, Business Administration, or a related field required.Master’s degree preferred.Experience
Minimum 3–5 years of progressive HR experience, including recruitment, onboarding, and employee engagement.Experience in healthcare, nonprofit, or multi-state organizations preferred.Demonstrated success in streamlining HR processes and implementing retention programs.Preferred Skills

Strong verbal and written communication skills.Excellent organizational, analytical, and problem-solving abilities.Knowledge of California labor laws and multi-state HR compliance.
