Equal Opportunity Specialist
You will serve as an Equal Opportunity Specialist who supports EEO programs.
You will work with managers, supervisors, and non-supervisory employees to raise awareness of EEO policies and principles, conducting barrier analysis, and making recommendations to the Division Head for EEO for corrective action.
You will identify potential discriminatory practices and barriers to the employment and advancement of all groups of employees and applicants for employment and recommend ways to change these practices and remove potential barriers.
You will review and analyze data to provide input into the MD-715 report for special emphasis program area and advise deputy EEO and Diversity Officer and management officials of barriers and possible solutions.
You will review and analyze data, surveys, and various sources on a monthly, quarterly, and annual basis to identify potential barriers and recommend a plan of action to eliminate barriers.

For the NT-5 : Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-4 (GS 11-12) in the federal service or equivalent experience in the private or public sector leading in the development and implementation of Equal Employment Opportunity and Diversity and Inclusion programs.
For the NT-4 : Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NT-3 (GS-9-10) or pay band in the federal service or equivalent experience in the private or public sector providing support for the development and implementation of Equal Employment Opportunity and Diversity and Inclusion programs.

Education :
Substitution of Education : For the NT-4 : Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or A combination of experience and graduate education as described above that equates to one year of experience.
ICTAP Applicants : To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher. ICTAP candidates must provide copies of all of the following documentation at the time of application : 1) agency notice; 2) most recent performance appraisal; and 3) most recent SF-50 or notification of personnel action that includes position, grade level, and duty location. Applicants who do not provide this documentation will not receive consideration as an ICTAP candidate.
Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). PPP applicants will be placed at the full performance level, if determined Well Qualified (WQ).
