Excise Tax Examiner 4 (ETE 4)-Trainer

Attention Revenue! Your Taxpayer Account Administration (TAA) division is excited to announce an opportunity for an Excise Tax Examiner 4 (ETE 4)-Trainer position. Make a difference, join our team! Taxpayer Account Administration (TAA) is a division of Revenue that administers many programs including forest excise tax, fish tax, cigarette and other tobacco products taxes, local sales tax, tax incentives, and reseller permits. Additionally, the division is responsible for the distribution of state and local taxes, ensuring compliance with the Uniform Unclaimed Property Act, and returning unclaimed property (UCP) to the rightful owners.   • This ETE4-Trainer position determines the need for, develops, and provides training to staff on tax knowledge, skill development, and system knowledge. This incumbent will be required to maintain and develop their own knowledge to ensure their trainings remains accurate. A Division Trainer plays a critical role in developing a skilled and knowledgeable workforce that contributes to the overall success of the organization. Some of this will include :

  • Assess the performance of division staff through work review and feedback, including examining the accounts adjusted and giving feedback on the transactions, identifying skill gaps within the division, and developing training programs to address these gaps.
  • Completing work reviews, working with employees to correct work reviews, adjusting them if necessary.
  • Assess the effectiveness of training programs through feedback, evaluations, and performance metrics.
  • Design, develop, and implement training programs for both entry-level and advanced staff based on organizational needs and goals.
  • Design and deliver advanced trainings for experienced staff to enhance their expertise and knowledge. The format of these trainings will range from classroom instruction, individual instruction, meeting spotlights, and video trainings.
  • Conduct in-person onboarding for new hires to introduce them to the agency culture, policies, and procedures.
  • Provide coaching and mentoring to employees to support their professional development through training, providing on the job assistance, and feedback. Offer guidance and support to help employees reach their full potential.
  • Excise Tax Examiner 4-Trainers are expected to maintain accurate records of training sessions, attendance, and employee progress, as well as stay updated on industry trends, best practices, and new technologies to incorporate relevant information into training programs. You will have the opportunity to collaborate with other trainers across divisions and departments to share best practices and resources. Telework - This position has the flexibility to work remotely the majority of the time, however the duty station is in Tumwater, Washington and the successful candidate must agree to travel to the office for key scheduled meetings or as operational needs dictate. Details of teleworking considerations will be addressed during the interview process.

    An individual applying for this position should have demonstrated the following competencies :

  • Presentation Creation : Demonstrated the ability to identify, outline, and create engaging and useful training materials.
  • Work Review : Demonstrated experience completing fair work reviews for other examiners at the Department of Revenue. The ability to provide direct feedback in a respectful and professional way.
  • Information Technology Proficiency : Intermediate spreadsheet skills to use basic formulas, tables, filtering, and sorting. Advanced document skills to compose messages. Using bolding, white space, bullets, and other formatting to ensure the message is clear. Knowledge of track changes, hyperlinks, and comments. Advanced skills in using PowerPoint or other slideshow tools. Intermediate skills in interaction tools to assist with presentations. Basic skills with data software, such as forms or survey monkey. Basic skills with data building in a sliced environment.
  • Familiarity with Procedures and Systems : Expert knowledge of the Division's business processes, practices, and ATLAS system navigation and functionality. Being aware of the current procedures established for examiners in the division. Locating procedures that are available for a work function to be completed. Ensuring actions follow established procedures. Creating and modifying procedures. Familiarity with the FCR system the department uses to track system change requests.
  • Written Communication : Efficiently compose and tailor professional communication to internal customers. Understand the department correspondence guidelines for Plain Talk style of writing.
  • Verbal Communication : Effectively and tactfully communicating with employees. Creating and providing presentations or training to others. Be responsive to inquiries in a timely manner. The ability to tailor communications based on the needs of learners.
  • Interpersonal Skills : The ability to teach others in an empathetic and patient manner. Explaining concepts repeatedly in different ways. The proven ability to maintain a connection with employees outside of your work group. The ability to stay calm when learners may be struggling to grasp a concept. The ability to provide coaching on soft skills and technical skills.
  • Adaptability and Flexibility : Adjusting your work focus based on identified projects. Willing to take on project assignments as they are discovered. Identifies projects and improvements. Adapt to regular interruptions throughout your workday with a positive and welcoming attitude.
  • Understanding of Washington Excise Tax Laws and Rules : Advanced knowledge of Washington state excise tax laws, rules, policies and procedures. Ability to utilize court decisions and regulatory advisories applicable to taxpayers.
  • Time Management : Independently managing your time to ensure goals are met. Balancing projects and following up timely on assigned work. Incorporating interruptions into your day and still completing goals.
  • Organization : Keeping organized to ensure deadlines are not missed, messages are responded to, and projects are completed.
  • Self-learning : Identifying problems in the operating system. Maintaining awareness of system changes that are entered, the status of the change, and necessary communication of the change. Teaching yourself how a system will work prior to the change being incorporated into a production environment.
  • Self-Management : Motivating yourself to complete your goals. Working your entire work shift on work related items in a virtual or in person environment. Take ownership of your learning and continued knowledge. Actively works to continuously improve job effectiveness and efficiency; accepts personal responsibility to develop talents and knowledge. Taking personal responsibility for the quality and timeliness of work products.
  • Preference may be granted to those candidates who possess :

  • One year of experience in the Taxpayer Account Administration division as an examiner 3.
  • Bachelor's degree in business administration, public administration, accounting, or a related field.
  • Two years Department of Revenue experience at the senior or lead level in accounting, auditing, compliance, or tax administration.
  • Lean Yellow Belt.
  • Lean Blue Belt.
  • Throughout the hiring process, candidates will be evaluated on how they consistently demonstrate the following competencies at an advanced level :

  • Interpersonal and Self-Management skills that allow the incumbent to work successfully in individual and group settings.

  • Ability to effectively research, analyze, organize, and document data in ways that make the information most useful for subsequent assessment, problem solving and investigation.
  • Effective utilization of technologies that are necessary to conducting the business of the organization, such as Microsoft programs, the Internet, and ATLAS.
  • Ability to utilize court decisions and regulatory advisories applicable to taxpayers. Knowledge of laws, rules, policies, and procedures relative to the Department of Revenue.
  • Understands state tax structure, tax administration, program planning and scheduling.
