Contract Coordinator
The Public Works Department is accepting applications for the position of Contract Coordinator. This is a key role in the Engineering division, a group of 20 staff who work closely to support planning and project delivery for multi-modal transportation and utility projects. The Contract Coordinator administers a range of contracts and agreements and provides procurement support, including bid preparation and vendor selection. Additional responsibilities include monitoring contractor budget, performance and compliance in collaboration with project managers, maintaining accurate records and preparing scheduled and ad-hoc reports.
The ideal candidate :
- Has knowledge of government procurement processes;
- Has experience with contract administration and using policy management software PowerDMS;
- Demonstrates accuracy and attention to detail in their work; and
- Possesses strong communication and multitasking abilities to maintain project momentum and meet deadlines.
The Contract Coordinator is responsible for a wide variety of Public Works contract administration duties. The position supports project staff with the full life cycle of contract management, including accounting, budget monitoring, communications, and grant and loan documentation.

Essential Functions
Plans and coordinates contract administration for projects from design to post-construction, to ensure compliance with contract requirements and applicable local, state and federal laws, including the Washington State Department of Transportation Local Agency Guidelines Manual and Construction Manual.Assists with drafting project specifications, supports competitive bidding processes, and produces project acceptances and contract closures.Establishes and monitors professional services, capital and local improvement district contracts in the City's financial system; processes invoices and retainage payments; encumbers contracts and agreements; supports and processes pay requests, change orders, and contract closures.Oversees and monitors project sureties and releases.In coordination with project staff, assists with pay requests and change order forms, and creates and updates spreadsheets for expenditure tracking.Prepares financial submittals and supporting documents associated with federal and state grant funds and loans.Assists with budgetary processes including project adjustments and amendments.Collaborates with project staff on communication efforts, including providing information to property owners; coordinates with staff on website updates and traffic notifications.Supports project file setup and storage in accordance with City procedures and State records retention requirements.Maintains timely and regular attendance.Other duties as assigned.Qualifications
An associate's degree in business or a related field and four years of project administration, contract administration or construction office experience; OR any combination of experience, education and training that would provide the level of knowledge and ability required.

Working Conditions
This position is eligible for a hybrid (in-office and telecommuting) work schedule. The regular work schedule is generally Monday through Friday, 8 am to 5 pm. Work is primarily performed in an office which is busy, oriented to public service and subject to occasional work interruptions. Noise level is moderate. Position infrequently requires outdoor work, which includes driving a vehicle. Outdoor environment can include uneven and unstable walking surfaces, tripping hazards and inclement weather conditions. Attendance at meetings before or after regular work hours may be required.
Physical Requirements
Continuous repetitive arm / hand movement is essential to performance. The incumbent in this position must be able to discern voice conversation, have the physical ability to perform essential job functions, and have hand-eye coordination sufficient to operate computers, do keyboarding and operate other office equipment. The incumbent must have the ability to produce legible handwritten documents and may need to push, pull, lift and carry up to 30 pounds.
