The Opportunity
WSDOT is seeking an experienced detail-driven Fiscal Analyst 4 to join our Toll Accounting team as part of the Accounting & Financial Services (AFS) Division in Olympia WA. This position will be responsible for maintaining financial integrity and accuracy of toll financial data between various financial systems while providing accountability with the tolling contractors. The role includes overseeing the recognition and adjustments of toll revenue conducting reviews and validations of the agencys tolling revenue and receivable accounting activity and performing independent reconciliations to correct revenue accounting discrepancies. The ideal candidate will have experience with using and interpreting Generally Accepted Accounting Principles (GAAP) and the State Administrative & Accounting Manual (SAAM) financial reporting and will provide consultation and training to support AFSs mission of delivering high-quality financial services. What to Expect
AFS has is responsible for providing oversight for all of WSDOTs financial activity and services. AFS supports WSDOTs mission by being the expert resource for accounting leadership and direction while delivering critical statewide financial services. This includes developing and implementing agency financial and procurement policy managing agency and statewide financial systems performing agency financial reporting delivering agency accounting services (payroll vendor / contract payments receivables cash receipting grant management inventory management procurement management financial statement preparation etc.) and providing financial management analysis and consultation to all WSDOT programs and offices.
Among the varied range of responsibilities held within this role the Fiscal Analyst 4 will :
- Reconcile the Tolling Back Office System interface transactions with TRAINS (WSDOTs accounting system of record).Review the daily bank reconciliation investigate anomalies approve and prepare journal vouchers.
- Reconcile tolling revenue customer deposits associated receipts and balance sheet accounting.
- Analyze the accounting system information in accordance with GAAP and SAAM.
- Reconcile balance sheet entries for prepaid customer accounts receivables interfund transactions and consumable inventories.
- Prepare monthly and annual entries to ensure TRAINS and Agency Financial Reporting System (AFRS) are in balance and correctly reflect tolling operations.
- Assist in the cost allocation of revenues and consumable inventory expenditures processes.
- Validate and process customer refunds using complex financial analysis.
- Oversee inventory control procedures.
- Assist in the validation of internal controls within the Back Office System and prepare financial reports.
- Review update and prepare procedures used for daily monthly quarterly and annual tasks.
- Build strong interdepartmental relationships with other AFS teams and partners.
Qualifications

Public Sector Financial Operations : Demonstrated ability to perform financial and accounting functions within a governmental environment applying knowledge of public-sector requirements controls and reporting practices.Advanced Accounting Practice in Complex Environments : Proven capability to manage complex accounting activities such as multi-fund transactions reconciliations and regulatory compliance within a large or multifaceted financial setting.Agency Systems Proficiency : Ability to effectively use WSDOT financial and operational systems (e.g. TRAINS or related tools) to analyze data prepare entries reconcile accounts and support financial reporting.Formal Accounting Knowledge and Application : Demonstrated understanding and application of core accounting principles gained through college-level coursework (minimum 18 quarter or 12 semester credits in accounting) enabling accurate financial analysis and decision-making.Important Notes
