Contractor Licensing Coordinator

Coordinates and processes all aspects of the licensing of contractors and sub-contractors.

Responds to concerns and inquiries from contractors, sub-contractors and the public regarding contractor licensing requirements, examinations, insurance regulations, fees and related information.

Processes all contractor license renewals, to include collection of monies, completion of documentation for issuance; functions as liaison for the state and contractors.

Enters data in documentation of bonds, insurance, licensing, worker's compensation; coordinates with state agencies regarding maintenance of documentation.

Maintains files on work processed, licenses issued, contractor's enforcement history, documentation and correspondence.

Issues documentation for licensing and examinations, coordinates with state and local agencies for documentation of current bonds, insurance, worker's compensation status and licensing.

Coordinates examinations, to include handling paperwork and inquiries; notifies contractors of final scores and subsequent requirements to fulfill.

Develops instructional materials on procedure for obtaining licensure, completing applications, documentation of qualifications and examination requirements.

Works in conjunction with other jurisdictions engaged in code compliance tasks (i.e., competency, licensing issues and discipline issues).

Coordinates complaints on contractors' licenses; including complaint notifications, contractor correspondence, notices of violations and hearings, subpoenas and service letters, agenda, legal advertisements, case packages for the Competency Board members, officials and participant legal notifications.

Coordinates and schedules Competency Board meetings; performs research in determining extent of violation and non-compliance with local and state statutes in preparing case files for the Competency Board.

Ensures availability of meeting room, makes sure room and recording equipment are properly set up and records and transcribes meeting minutes.

Performs case follow up after meetings, to include preparation and distribution of findings of fact, conclusions of law and order, affidavits, liens, and foreclosures of recording.

Investigates complaints regarding licensing, insurance, and contractors' competency.

Confers with other jurisdictions on matters of legal issue, ordinance, statute interpretation departmental structure and procedure.

Maintains communications for establishing coordination with other federal, state, and county departments and agencies relevant to licensing activities.

Assists inspection department inspectors with certification application, requisition of code books and manuals, training supplies and related administrative needs; reviews and checks outgoing correspondence, notices, and related materials.

Performs related duties as required.

Minimum Qualifications :

Education, Training, and Experience : High school diploma or GED; supplemented by a minimum of four (4) years progressively responsible experience in office support functions; or an equivalent combination of education, training and experience that provides the required knowledge skills and abilities. Requires a minimum typing speed of 35 words per minute. Solid working knowledge of local and state contractor licensing laws preferred.

Licenses and / or Certification : Requires a valid driver license. Requires the ability to serve as a Notary Public. Incumbent must be bondable.

Physical Requirements : Requires the ability to operate a variety of machines and equipment including computer, office equipment, telephone, facsimile and copier. Must be able to exert 20 to 50 pounds of force occasionally, or 10 to 25 pounds of force frequently, and / or a negligible amount frequently to lift, carry, push, pull or otherwise move objects. May require some bending, twisting and stooping. Physical demands are essentially those of sedentary work.

Language Ability : Requires ability to read standard English, as well as basic technical data, policy and procedure manuals, codes, etc. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of spelling, grammar, punctuation, diction and style. Requires the ability to communicate effectively in Standard English. Requires the ability to communicate with a broad array of individuals from various professional backgrounds.

Intelligence : Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of instructions in written and oral form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.

Numerical Aptitude : Requires the ability to add and subtract totals, multiply and divide, use decimals and calculate percentages.

Interpersonal Temperament : Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with frequent deadlines or peak workloads. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
