The Work You Will Do :

Environmental Specialist IV - District Five / Intermodal Systems Development / Environmental Management

This position is primarily responsible for serving as District 5’s Cultural Resource Coordinator (CRC), overseeing activities related to the FDOT’s cultural resource management program, in order to ensure compliance with applicable Federal (Section 106 of the National Historic Preservation Act) and state laws, regulations, and Department procedures, including the Project Development and Environment (PD&E) Manual. As the District 5 Subject Matter Expert, this position provides technical guidance on cultural resources to PD&E and Design project managers, as well as other offices within District 5. Duties include reviewing cultural resource assessments (i.e., archaeology and architectural history) for PD&E and Design projects; ensuring that required documentation on resource eligibility and project effects occurs; obtaining concurrence on Cultural Resources Assessment Surveys (CRAS) from the State Historic Preservation Officer (SHPO), needed for the Environmental Manager’s certification for project production; conducting Tribal consultation in coordination with the FDOT’s State CRC as per FDOT Office of Environmental Management (OEM) protocol; preparing correspondence for SHPO and Tribal consulting parties; ensuring implementation of archaeological and architectural history-related mitigation commitments; developing Section 106 adverse effect mitigation agreements; and use of OEM’s Section 106 Tool in the Statewide Environmental Process Tracker (SWEPT). Duties also include review of other consultant-prepared environmental technical documents (e.g., Type 2 Categorical Exclusions, Reevaluations) as per the National Environmental Policy Act (NEPA). Additionally, this position manages the Continuing Services Contract for Districtwide Environmental Consultant Services, which includes overseeing a cultural resources subconsultant, with whom regular coordination occurs. The incumbent also conducts the staff hour negotiation process with cultural resources subconsultants on PD&E and Design teams.

Your Specific Responsibilities :

Oversees the process for performing cultural resource assessments as provided by Section 106 of the National Historic Preservation Act of 1966, as amended, and Chapter 267, Florida Statutes.

Oversees the processes and procedures for interagency coordination under Section 7 of the Endangered Species Act of 1973 as amended.

Reviews, comments on, and monitors compliance of consultant environmental documents, ensuring that all environmental requirements are properly addressed and organized per the Departments Project Development and Environment Manual and in accordance with Efficient Transportation Decision Making (ETDM) procedures. Responds to project inquiries, attends public meetings, and otherwise assists the Project Development and Environment (PD&E) project managers as necessary.

Oversee assignments, reviews progress, and assess performance related to environmental issues or resources in support of program managers or other functional managers.

Evaluates and recommends resource, information and budget needs to management related to the Florida Department of Transportation environmental program at the District or Central Office level.

Monitors Florida Department of Transportation environmental programs, approves funding, tasks, scopes, and confirms the disposition of awards, and other agreements in support of program managers or other functional area managers.

Provides consultation and expert advice to management or other groups on technical, systems-related, or process-related topics related to Florida Department of Transportation (FDOT) environmental programs in support of program managers or other functional area managers.

Manages the Environmental Management Section Consultant Services Contract. Processes invoices as required.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities :

Knowledge of :

DOT, transportation or related project development, NEPA and linking planning and environmental review processes.

Contract management practices.

Project management practices.

Skills in :

Managing multiple tasks with multiple deadlines.

Critical thinking, analysis and problem solving.

Ability to :

Read and interpret Construction plans.

Use computer programs including database and GIS systems.

Deal with the public in a courteous manner.

To plan, organize and complete assignments.

Communicate effectively both verbally and in writing.

Work independently with minimal supervision.

Prepare for and conduct training.

Manage consultant tasks and review progress reports.

Collect, evaluate and interpret data.

Minimum Qualifications :

6 years of professional or nonprofessional experience in the field of transportation; natural, physical, social or environmental sciences; archeology or cultural resources; environmental or civil engineering.

Post-secondary education can substitute on a year-for-year basis.

Registration as a Professional Engineer in accordance with Florida Statute 471 may substitute for 2 years of the required experience.
