The Municipal Engineer - Construction Observer represents existing municipal / governmental clients and performs observation and documentation of construction activities and performs in office technical work assignments on municipal engineering projects individually or as part of a project team.
Essential Functions & Responsibilities :
- Assist Project Engineer / Project Manager to maintain established relationships with Municipal clientele.
- Provide design and construction observation services on municipal capital improvement projects
- Assist with preparing Federal and State regulatory permit applications and plans
- Assist with preparing bid plans and specifications
- Review subdivision and land development plans for compliance with applicable municipal ordinances
- Observe construction activities and document conformance with approved construction drawings / plans, project requirements, standards, and specifications.
- Promptly report exceptions or deviations from approved plans, specifications, and / or construction issues to project manager, construction contractor supervisor, and / or other appropriate party
- Compose letters, memoranda, reports, applications and studies
- Prepare prompt and accurate daily field reports summarizing daily field operations / installations, plan deviations, and corrective actions.
- Communicate on a regular basis with the project manager
- Possess the ability to accurately read and understand project plans, details, and specifications and ability to convey the design intent to subcontractors and other field personnel
Essential Qualifications :
Bachelor's Degree in Civil Engineering or related areaDesired Qualifications :

Work is performed within an office environment and / or outdoors on construction sites in variable weather conditions. When work is performed outdoors on construction sites, conditions may vary by client and facility.
