The United States Patent and Trademark Office (USPTO) is seeking a technical expert to advance the shared understanding of how to best implement the opportunities presented by Emerging Technology. The role will lead the agency's efforts to identify, assess and apply emerging technologies to the USPTO's changing business needs and strategic direction.
To meet the minimum requirements for a Senior Level position, candidates must be a recognized subject matter expert with directly related experience. Typically, experience of this nature will have been gained at the GS-15 or equivalent level in the federal service or its equivalent in the private sector.

Examples of Relevant Qualifications
6+ years of proven leadership roles and skills related to IT, such as but not limited to enterprise architecture, data architecture, cloud computing, software and application development, hardware, networking, cybersecurity, data analytics, and IT operations.
The ability to translate business goals into technology initiatives, drive technology adoption, and promote IT governance and risk mitigation.
Ability to collaborate and develop a cohesive technology strategy that spans the IT portfolio.
Ability to lead in fast paced and dynamic environment.
Excellent communication and presentation skills.
Proven public sector and / or corporate experience leadership with major IT initiatives that resulted in measurable improvements in business delivery with an overall aligned digital business strategy.
Technically oriented and personally proactive with extreme attention to detail.
Ability to work effectively on independent projects as well as within team environment.
Strong written and verbal communication skills are necessary.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQS) :
Expert knowledge of and demonstrated hands-on delivery experience in a wide range of technology and services – candidate must prove hands-on delivery past performance in at least two of the following areas and demonstrate knowledge and ability across all of the following : enterprise architecture; data architecture, database management, and data warehousing / analytics; cloud computing; software and application development; hardware; networking; cybersecurity; IT operations, and distributed digital voice and data networks.
Demonstrated leadership ability and expert knowledge to lead strategic and tactical enterprise-wide emerging technology initiatives to improve and enhance information technology security, development / delivery, operations, and lifecycle management in direct support of defined business objectives across a large, multifunctional technical organization which includes a blended workforce consisting of employees and contractors / vendors.
There is NO requirement to prepare a narrative statement specifically addressing the Professional Technical Qualifications (PTQs).
