Director of Training & Development

Job Summary :

The Director of Training & Development leads the planning, development, implementation, and continuous improvement of agency-wide training and professional development initiatives for employees, residents, and landlords. This position ensures the delivery of high-quality learning programs that support the Butler Metropolitan Housing Authority's mission, performance standards, and customer service goals. The Director oversees all internal and external training activities, including needs assessments, curriculum development, facilitation, vendor coordination, and evaluation of outcomes. The role also serves as a strategic advisor to the Executive Director and senior leadership team on workforce development, compliance training, and resident education initiatives aligned with federal and local requirements.

Qualifications :

Bachelor's degree in Human Resources, Education, Public Administration, Organizational Development, or a related field; or an equivalent combination of education and experience. Five (5) or more years of progressive experience in employee development, instructional design, or organizational learning. Demonstrated expertise in developing and delivering effective training programs across diverse audiences. Strong project management, communication, and facilitation skills. Proficiency with learning management systems (LMS), Microsoft Office Suite, and virtual training platforms (e.g., Teams, Zoom, Webex).

Preferred Qualifications :

Master's degree in Education, Human Resources, or Organizational Development. Experience in a public housing authority, public agency, or nonprofit organization. Knowledge of HUD regulations, resident services programs, and fair housing requirements. Certification in training or instructional design (e.g., ATD, SHRM-CP / SCP, CPTD, or similar credential).

Licensure of Certification Requirements :

Must possess a valid driver's license and show evidence of personal vehicle insurance with adequate liability protection.

Essential Functions of the Position :

Training Strategy & Program Oversight

  • Develop and implement an annual training and development plan that aligns with agency goals, compliance needs, and performance improvement priorities.
  • Conduct training needs assessments across departments to identify skill gaps and opportunities for workforce growth.
  • Design, implement, and evaluate a comprehensive training calendar for staff, residents, and landlords.
  • Manage contracts with external trainers, consultants, and e-learning vendors.
  • Establish and maintain a centralized system for tracking training participation and completion.

Staff Development & Capacity Building

  • Oversee orientation and onboarding training for new employees.
  • Develop leadership, customer service, compliance, and technical skill curricula to support employee growth and retention.
  • Train supervisors and managers on effective coaching, performance management, and team development strategies.
  • Support succession planning through career-pathing and competency-based training initiatives.
  • Resident & Landlord Education

  • Coordinate and deliver resident workshops focused on self-sufficiency, financial literacy, lease compliance, and housing stability.
  • Oversee training and outreach for landlords participating in the Housing Choice Voucher Program (HCVP).
  • Collaborate with Resident Services, Operations, and HCV teams to align training offerings with program goals and federal requirements.
  • Evaluate program outcomes and report measurable impacts to the Executive Director and Board.
  • Program Evaluation & Quality Assurance

  • Monitor the effectiveness and quality of all training initiatives through participant feedback, performance outcomes, and compliance audits.
  • Develop performance metrics and dashboards to measure training impact and return on investment.
  • Prepare reports and presentations for the Executive Director, Board, and HUD as requested.
  • Recommend and implement continuous improvement strategies to strengthen learning culture and agency capacity.
  • General Administration

  • Maintain organized and current records of all training activities and materials.
  • Develop and monitor training budgets and contracts.
  • Serve as the agency's point of contact for training-related partnerships and grant opportunities.
  • Perform other related duties as assigned.
  • Knowledge Of :

    Adult learning theory and instructional design principles; public administration and HUD program operations; workforce development strategies; resident and landlord engagement best practices; federal and state training compliance standards; virtual learning and LMS technologies; program evaluation and data reporting.

    Working Conditions :

    Standard office environment with periodic travel to BMHA properties and training locations. Occasional evening or weekend hours required for staff or resident events. Ability to sit for extended periods and use standard office equipment.
