POSITION RESPONSIBILITIES
Note : All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Monitor a block of assigned computer programs to determine efficiency in meeting established information requirements; recommend changes in data flow, sources of input, report formats, and calculations to satisfy supply management information needs.
In collaboration with IT specialists, evaluate problems with new and modified systems, including the logical flow, input errors, interconnections among data fields and program elements within a flow of related programs, and recommend solutions to both Supply staff and IT specialists.
Participate in project teams for software upgrades, new functionality implementation, and process improvements by attending meetings, providing guidance, and assist as needed.
Manage conflicts and facilitate agreements between sponsors, internal clients and IT organizations.
Perform maintenance, configuration and usage of assigned modules and applications, including lookups and related web applications.
Perform root cause analysis related to system issues and solve problems with effective solutions.
Follow change control procedures to configuration modifications, data changes, enhancements, and other system changes with appropriate documentation.
Determine and maintain integration points and verify consistent data between assigned application components, including Asset Suite, HRMIS, PeopleSoft Financials, Sunflower, Shipping and other Supply chain-centric applications.
Work with business organizations to improve processes and develop full utilization of system functionality.
Establish communications and discussions between key process stakeholders.
Support data owners, data stewards, and process managers in use of data and assist users in developing and implementing reports.
Acquire user information to improve products and services. Coordinate user problem-solving feedback and enhancement / upgrade involvement.
Support new application projects including version upgrades and major enhancements. Assess product's applicability to the business, tests product for functionality in BPA's business environment.
Provide training and user assistance. Prepare job aids, materials, and other documentation.
Provide documentation support to projects and maintenance activities.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Associate or bachelor's degree in information technology, business systems or a related technical field is preferred.
With a bachelor's degree in applicable fields, 5 years of experience is required.
With an associate's degree in applicable fields, 7 years of experience is required.
Without an applicable degree, 9 years of experience is required.
Experience should include a combination of work-related experience, on-the-job training and / or vocational training and should be consistent with the specific requirements of business systems analysis and progressively more technical in nature.
Required Technical Skills & Experience (required on matrix)
Broad knowledge of a variety of technical supply operations such as property / inventory management, contracting, and purchasing
Knowledge of building / maintaining automated management systems
Skilled in data analysis and reporting, especially defining reporting needs and constructing ad hoc reports.
Ability to develop actionable recommendations on system and process improvements regarding data storage and analytic systems.
Experience providing operational support for project management, data analysis and management, and business analysis.

Experience with Asset Suite, Sunflower Personal Property Management, or other supply chain automated systems
