Program Manager

Location :

• Philadelphia, PA (95% onsite, some CONUS travel) Clearance : Active SECRET Facility Clearance required Position Summary The Program Manager will lead contract execution, manage project delivery, and serve as the primary point of contact with NSWCPD.
• This role oversees staffing, performance, reporting, and ensures compliance with Navy and DoD cybersecurity requirements.
• Key Responsibilities Serve as overall lead and primary customer interface.
• Manage contract performance, staffing, and deliverables.
• Develop and maintain project plans, schedules, and resources.
• Oversee quality assurance processes and compliance.
• Identify risks and implement mitigation strategies.
• Provide weekly / monthly reports on performance, issues, and risks.
• Coordinate onboarding and transition of personnel.
• Ensure compliance with RMF, cybersecurity, and DoD requirements.
• Required Qualifications Bachelor’s degree in computer science, IT, Communications Systems, or related STEM field (PMP may substitute). 10+ years managing IT programs or teams. 5+ years experience in information assurance / cybersecurity leadership.
• Proven ability to lead cross-functional teams and communicate with senior leadership.
• Active SECRET clearance ; Facility Clearance required at award.
