Incumbents perform a wide range of technical and administrative support functions requiring a thorough knowledge of human resources procedures and systems. This classification is distinguished from the Human Resources Analyst by the latter's responsibility for performing professional-level analytical duties requiring independent judgment and policy interpretation. Essential Functions : Assists in the administration of recruitment and selection processes, including preparing and posting job announcements, reviewing applications, scheduling interviews, proctoring examinations, and communicating with candidates. Processes and coordinates personnel action forms, prepares and maintains personnel files, records, reports, and confidential documents related to recruitment, benefits, and employee relations. Serves as a resource to employees and the public regarding human resources policies, procedures, and programs; explains human resources processes and assists in resolving related issues. Coordinates logistics for new hire orientations, open enrollments, training sessions, and employee recognition events. Supports benefits administration by processing enrollments, changes, and terminations; coordinates with benefit providers; assists employees with forms and questions. Provides assistance with Workers' Compensation and leave of absence documentation; coordinates with third-party administrators; maintains required documentation. Performs data entry into human resources information systems; ensures accuracy and completeness of employee records. Tracks and monitors timelines for evaluations, certifications, and other personnel deadlines; follows up as needed. Qualifications : Education and / or Experience : Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Human Resources Specialist. A typical way of obtaining the required qualifications is to possess : Two years of increasingly responsible clerical or administrative experience in a human resources or related office setting; and completion of coursework or training in public or business administration, human resources, or a closely related field. An associate's degree is desirable. License / Certificate : Possession of, or ability to obtain, a valid Class C California driver's license. The City of Riverbank offers a competitive salary and benefits package. Salary : $29.25 - $35.55 Hourly $2,339.75 - $2,843.98 Biweekly $5,069.46 - $6,161.96 Monthly $60,833.52 - $73,943.52 Annually Benefits : CalPERS Retirement : The City participates in the California Public Employees' Retirement System (CalPERS). New members, as defined by PEPRA, are under a 2% @ 62 formula, Tier III. Health Benefits : The City offers Kaiser Permanente or HealthNet medical coverage and pays 85% of medical insurance premium; employee contribute 15% of their monthly premium. The City currently pays 100% of the cost of the Stanislaus Medical Foundation Dental plan and Vision Service Plan (VSP) for employee and their eligible dependents.
