Fingerprint Technician

Under general supervision, performs fingerprint classification, coding, identification and filing of greater than average difficulty; takes fingerprint impressions and completes identification record cards; searches fingerprint and related files in making the more difficult identifications; operates computer terminal equipment for the storage and retrieval of criminal information; communicates with other law enforcement agencies in matters relating to criminal information; and performs related duties as required.

This is the journeyman-level class in the series. Incumbents in this class perform the more difficult fingerprint classification and identification duties; communicate with other law enforcement agencies in the exchange of criminal information; may act as a leadman over a group of Fingerprint Technicians I or as a verifier of work performed by that class.

Examples of important and essential duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code / class and are not intended to be an inclusive list.

Takes fingerprints and photographs and completes accompanying record forms; classifies fingerprints according to techniques prescribed in the Henry System with extensions; files fingerprint and related background information; searches and researches fingerprint files for the purpose of making more difficult identifications; resolves questions arising out of duplications of prints and aliases on file.

Secures fingerprint and other background information from criminal information bureau files for authorized individuals and agencies requesting same; exchanges fingerprint and other records with interested law enforcement jurisdictions.

Operates computer terminals for the storage and retrieval of background and / or criminal information and reviews computer printouts for erroneous entries.

Reviews incoming data sheets from federal and state law enforcement agencies and from the Chief Medical Examiner-Coroner for reports on deceased persons, for outstanding wanted persons, and for registrations of narcotics offenders, and searches files to establish the identification of any of the above individuals.

May seal criminal records pursuant to law, ordinance, or court order.

May be required to screen fingerprint and other bureau identification files for the purpose of eliminating obsolete records.

Provides training and instruction to new employees in fingerprint classification and identification techniques; may be charged with the responsibility of reviewing identifications made by subordinates.

Performs routine typing tasks in the completion of forms and in preparing material for dispatch to other agencies.

Performs other related duties as assigned.

This examination is open to individuals meeting all of the minimum qualifications listed below by the close of application filing, unless otherwise noted.

High School Diploma or equivalent

One (1) year of experience as a Fingerprint Technician I or equivalent experience with a governmental law enforcement agency

Selection Procedures

The selection process will consist of a performance examination. A pass-point will be established after administration of the exam component, and only candidates scoring at or above the minimum passing score will be placed on the eligible list and considered for appointment.

The exam will be designed to measure candidates' relative knowledge and ability in job-related areas.

Eligible List / Score Report :

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list / score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be twelve (12) months, and may be extended with the approval of the Human Resources Director.

Certification Rule :

The certification rule for the eligible list resulting from this examination will be Rule of Three Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Department Selection Process :

Candidates whose names appear on the adopted eligible list will be invited by the Sheriff's Office to participate in additional interviews, testing processes and background investigations listed below.

Background Investigation :

Prior to employment with the San Francisco Sheriff's Office, candidates must pass an employment, character and background investigation to determine suitability for employment. All statements by the candidates are subject to verification. A review of judicial and driving records will be conducted. Any indication of criminal history repeated or serious unlawful behavior, use of controlled substances, unsatisfactory job performance, inability to deal with co-workers, inability to accept supervision, negative employment or personal references or other relevant factors may result in disqualification. Successful completion of the background investigation does not guarantee or imply an offer of employment. Employees must maintain background clearance, and a valid California Driver License as a condition of continued employment.
