JOB FUNCTION :
Responsible for developing, maintaining, and conducting training programs, materials, and scenarios relating to the technical skills for System Operators, System Operation Shift Supervisors, and Switching Coordinators for Oahu, Maui, and Hawaii islands. Provides status updates, measures personnel progress, and effectiveness of programs. Evaluates participant’s proficiency and qualification into the position.

ESSENTIAL FUNCTIONS :
System Operator Training Program & Curriculum
- Evaluates the training needs of the Operating personnel including Distribution, Transmission, Generation, and Supervisory Operators. Develops and delivers a comprehensive training program to meet the department’s goals, performance metrics, and enhances the organization’s capability.
- Formulates structured individual lesson plans, develops the training goals and development plans, delivers appropriate training, and measures performance against company standards.
- Develops curriculum and materials for all Operator training programs (i.e., training manuals), including annual refresher training, new equipment training, and identifies complementary, supplementary and / or alternative training providers, modes, and resources. Updates existing manuals, standard operating procedures, and job aids, as needed.
- Evaluates the effectiveness of training plans and programs in relation to established training objectives and performance measures and incorporates appropriate strategies for continuous improvement and performance gaps.
Training Development Programs
Prepares a multi-year program identifying current skills gaps, job task analysis, mandated annual skills trainings, and upcoming technology enhancements, and procedures.Conducts and / or supervises classroom training for the Control Center personnel during their training period(s) using the training materials contained in the training programs and facilitates group training sessions and training evaluation.Creates and maintains the system operation restoration plans manual and administration of the annual refresher training and table-top exercises.Training Simulation Development and Management
Creates and administers training scenarios and simulations in Energy Management System (“EMS”) and Advanced Distribution Management System (“ADMS”). Administers and maintains the associated EMS / NMS / ADMS training simulators. Assesses and identifies process behavior, knowledge gaps, and system response.Training Metrics and Key Performance Indicators (“KPI”)
Maintains training records for all mandated and required trainings. Monitors completion dates, training sessions, lesson plans, and test scores.Completes ad-hoc reports on metrics and effectiveness of programs. Ensures reliable / valid testing procedures, maintains training records and provides status reports.Learning Management System (“LMS”) Administration
Creates and manages the day-to day eLearning courses in accordance with the organizational strategy in the LMS. Updates, publishes, and maintains LMS content. Builds test sites and eLearning modules, and uploads course components. Builds online assessments and evaluations to measure effectiveness of programs.Provides system assistance to the SOCC personnel as necessary and serves as a emergency backup to Supervisor of Load Dispatch and Switching Coordinators.Conducts general training to visiting HECO departments to explain the function and operation of the System Operation Control Center.Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response. Serves as the Operations General Staff in the Incident Command System organization.BASIC QUALIFICATIONS :
Knowledge Requirements
Thorough knowledge of the theories and principles of electrical systems, normally acquired through college level courses or equivalent experience.Thorough knowledge of system operating policies and processes of the electrical grid; normally acquired by experience in system operation or related operating fields.Thorough knowledge of the equipment, devices, and protection schemes used in utility generation, transmission, and distribution systems and how they are used in the operation of these systems.Working knowledge of the applications and systems used to operate, manage, and analyze utility generation, transmission, and distribution systems (i.e., EMS, OMS, etc.).Working knowledge of personal computers and / or mainframe systems and related software applications (i.e., spreadsheets, word processing, etc.).Thorough knowledge of policies and procedures contained in such documents as the System Operation Procedure Manual, Company / Union agreement, Safety & Health Manual, General Information Manual etc.Skills Requirements

Extensive (8+) years working experience in one or more operating / technical positions in the operating, system dispatching, engineering departments, or equivalent experience (engineering design, power production, test & substation, system operation, generation or T&D planning).A BS degree in engineering in a relevant discipline from an accredited engineering school may be substituted for five (5) years of experience.Role : Professional
