Job description

Overview

VDH is currently hiring a Public Health Analyst I in the Research, Epidemiology and Evaluation Unit of the Division of Health Statistics and Informatics at the Vermont Department of Health. This analyst will assist with all routine fatal and nonfatal overdose surveillance and reporting. The position requires the understanding of data collection, data quality issues and analysis of data related to drug overdoses in Vermont.

The Public Health Analyst I is also expected to assist with Vermont's Overdose Data to Action data linkage project, the Social Autopsy, as well as assisting with data updates and quality checks as needed. The position will work with key partners such as the Division of Substance Use Programs (DSU). The position will also perform other related duties as required.

The position operates under the Research, Epidemiology and Evaluation Unit Chief and the DSU Team Lead. All analysts are expected to work on multiple teams, including the Unit and special topic workgroups. Expertise in Microsoft Office and statistical analysis software (SAS, R, SPSS, etc.) is required, though experience with R is preferred. Contact with VDH program staff will be required. This position is based in Waterbury, VT with the possibility of a hybrid work schedule to support employee work-life balance.

It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

AHS BACKGROUND CHECKS : Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and / or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors

Duties are performed primarily in a standard office setting. Meetings with data users and providers may require some travel, for which private means of transportation must be available. Some work outside of normal office hours may be required.

Minimum Qualifications

Master's degree or higher in biostatistics, epidemiology, public health or a social sciences discipline, including 6 credits in statistics at the graduate level.

OR

Bachelor's degree in statistics, a health-related or social sciences discipline, including 12 college credits in statistics, research or computer sciences, and 6 of these credits must be in statistics AND one (1) year or more of professional level work in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.

OR

Associate's degree in a public health, health, scientific or informatics field AND two (2) years or more of experience in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.

Preferred Qualifications

Experience in public health or a health-related field.

Preference will be given to candidates who possess :

  • Quantitative analysis skills and work experience outside an educational setting with statistical software (SAS, R, etc.), with preference given to those with experience with R;
  • Attention to detail;
  • Ability to collaborate well with others;
  • Ability to demonstrate competence in analyzing and solving complex and difficult problems;
  • Excellent communication skills, including competence in explaining statistical data;
  • Ability to apply a culturally competent lens in the design, collection and analysis of data;
  • Flexibility and adaptation in working with different teams and managing many different projects;
  • Ability to integrate into multidisciplinary teams effectively; and
  • Effective data visualization skills
