The Administration Line of Service is responsible for overseeing all Human Resources functions, alongside Payroll & Timekeeping, Employee Relations, printing and records management, the CityStore, and the Office of Transportation Services. DCAS seeks an Assistant Commissioner of Administration to support the Deputy Commissioner in overseeing the Line of Service, who will work towards supporting the Deputy Commissioner's strategic vision for the team by achieving efficiencies, reducing risk exposure, and seeking to promote a diverse, results-oriented performance culture. The Assistant Commissioner will develop their own portfolio of projects within Administration, collaborating with Administration senior staff and serving as a dedicated thought partner to the Deputy Commissioner.
Responsibilities of the Assistant Commissioner include, but are not limited, the following :
Minimum Qualifications
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time experience of a nature to qualify for the duties of the position, at least 18 months of which must have been in an administrative, managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or 2. Education and / or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive or supervisory experience described in "1" above.
Preferred Skills
The candidate should possess excellent managerial ability, including significant experience in operations, administration, and human resource management outstanding written and oral communications skills, including the ability to represent the agency and the Commissioner at the most senior levels. Other preferred skills include : 8-10 years of experience in operational and / or human resource roles, preferably in government, that shows progressive movement in management responsibility. 5 years of experience managing functional managers responsible for various staff functions. A master's in human resources, business administration, or related field. Has significant experience leading, defining vision and creating innovative strategic plans. Demonstrates a clear understanding of the full suite of human resources programs including employee relations, diversity and EEO, talent acquisition, organization development and learning, Family and Medical Leave Act, reasonable accommodation, benefits, compensation and classification and payroll. Demonstrates extensive knowledge of New York City employment and systems, personnel policies and practices, labor relations and collective bargaining agreements, and federal and state laws and codes. Has significant experience working with executives and senior-level policy makers. A proven track record in cultivating an innovative leadership culture, with experience in change management and a willingness to lead through significant change and transition. Demonstrates the ability to communicate complex information to various groups, as well as to build and foster collaborative and respectful relationships both inside and outside the agency.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
