Key Responsibilities
The Self-Direction Payroll Coordinator is responsible for overseeing and managing all payroll functions related to the Self-Direction program. This position ensures timely and accurate processing of payroll, compliance with state and federal regulations, and provides leadership and guidance to Payroll Assistants.The coordinator works with the Department's primary liaison to resolve escalations between people we support, Support Brokers, Self-Hired Staff, and the Fiscal Intermediary (FI) / Payroll Team at PCCS. This is in an effort to facilitate a smooth, transparent, and compliant payroll process in alignment with OPWDD and agency standards.
Supervision and Staff OversightSupervise and provide directions to Payroll Assistants, ensuring understanding and adherence to policies, procedures, and program expectations.
Provide training, coaching, and ongoing support to promote professional growth and operational excellence.Conduct periodic quality assurance reviews of payroll documentation, time sheets, and communications to ensure accuracy and compliance.Foster a positive, collaborative work environment that promotes accountability and team development.Payroll Coordination and OversightOversee and coordinate payroll processing in collaboration with the PCCS Payroll Team and Payroll Assistants to ensure accurate and timely payment for all Self-Hired Staff.
Monitor workflow and deadlines to prevent delays and maintain compliance with program standards.Identify and recommend process improvements to enhance efficiency, accuracy, and service quality.Ensure that payroll entries and related documentation meet all OPWDD and PCCS requirements.Reporting and ResolutionSupport and oversee incident reporting and follow-up processes to ensure compliance with OPWDD and PCCS procedures.
Escalate complex payroll or compliance issues to Self-Direction Administrative staff as needed.Work in conjunction with Human Resources and the Finance to remain current with state and federal regulations impacting Self-Direction payroll and fiscal operations.Analyze payroll and operational data to identify trends, risks, and opportunities for improvement; prepare and distribute reports to program leadership.Resolve escalated discrepancies or issues regarding incomplete shifts, missing documentation, or other payroll concerns in a timely and professional manner.ComplianceEnsure that all payroll activities and staff documentation comply with OPWDD regulations, Medicaid requirements, and PCCS agency policies.
Monitor administrative processes for adherence to service documentation standards.Participate in internal and external audits and assist in implementing corrective actions for identified compliance issues.Maintain strict confidentiality of all payroll, personnel, and program-related information.AdvocacyAdvocate for the rights and needs of people we support through Self-Direction, ensuring that services are delivered in accordance with program intent and individual goals.
Assist people we support and families in identifying additional resources and supports as appropriate.Professional DevelopmentComplete all required and assigned trainings in a timely manner.

Required ExperienceMinimum 1 year of Supervisory experience
Minimum 2 years of experience in payroll, bookkeeping, or administrative supportPreferredExperienceExperience in a Self-Direction, Medicaid-funded, or home care environment
Familiarity with payroll systems (e.g., eVero, Paycom)Knowledge of state labor laws, wage and hour rules, and Medicaid Self-Direction guidelines is a plusExperience in payroll processing or a related finance role with a focus on accuracy, confidentiality, and adherence to agency and legal standards.Flexibility : Enhanced flexibilityDrivers Status : Infrequent Driver, Not RequiredPhysical Demands : The nature of tasks may vary based on the people supported.
