Coordinator, Beyond School Hours And Summer Programs

Under the direction of the Director of Strategic Initiatives, the Coordinator provides leadership and expertise in the development of curricular, instructional, outreach, and engagement initiatives to meet the needs of all learners. The Coordinator collaborates with other educational program departments to provide students with the environment, curriculum, and support systems needed to ensure that they achieve their full academic potential.

Minimum Qualifications :

Education : Master's degree in Education, Curriculum and Instruction, Administration and Supervision, or a related field.

Certification / Licensure : Priority will be given to applicants who hold a current Maryland State Department of Education (MSDE) professional certificate or license in an MSDE licensure area as well as Administrator I or II. Applicants may be considered who hold a current out-of-state educator certificate or license and are eligible for a Maryland State Department of Education (MSDE) license in an MSDE licensure area as well as Administrator I or II. Out-of-state applicants are strongly encouraged to begin the application process for educator licensure with MSDE in addition to uploading all required materials to your HCPSS employment application.

Experience : Five (5) years of experience as a certificated or licensed educator in a PreK-12 school setting to include three (3) years of leadership experience at a whole school or school system level.

Preferred Qualifications :

  • Experience implementing, managing, and evaluating programs or projects.
  • Experience working in an after-school or summer instructional program.
  • Experience managing operational budgets.
  • Previous supervisory experience.
  • Experience collaborating with staff, parents, community members, and public agencies.

Essential Position Responsibilities :

  • Plans, manages, monitors, and provides leadership for after-school instructional programs.
  • Collaborates with school teams in providing guidance, communication, and processes to ensure compliance and effective program delivery.
  • Works with Assistant Principals and teacher leaders to select students and hire staff for Academic Intervention and Innovative Pathways Programs.
  • Collaborates with summer program leads to select sites, align hiring practices, track participating student academic and well-being outcomes, and continuously improve summer programming.
  • Communicates with students, staff, and families to support the application and registration processes for Academic Intervention and Innovative Pathways programs.
  • Coordinates with the Office of Community Partnerships and external community partners to support students with a variety of after-school and summer opportunities.
  • Maintains the budget for the Academic Intervention and Innovative Pathways Programs.
  • Collects and analyzes student achievement data, focusing on undesirable patterns in student achievement and students not making progress toward grade-level / course standards.
  • Monitors and evaluates innovative practices in the areas of curriculum, pedagogy, learning theory, program organization, and educational administration as they relate to Academic Intervention programs.
  • Attends HCPSS Board of Education meetings and public budget hearings, as appropriate.
  • Attends Joint Summer School (JSS), MSDE, and other external community partnership meetings.

    Working Hours : This position will require occasional evening hours for Evening School.

  • Selection Criteria :

    Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.

    Employment Information :

    Compensation : This is a 12-month per year position in the Howard County Association of Supervisors and Administrators-Administrators (HCASA). The current salary range for this position is in the Coordinator lane on the Central Office Administrators Scale. Actual placement will be in accordance with the salary procedures of the Howard County Public School System and the HCASA Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.

    Retirement : Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee's annual salary.

    Benefits : HCPSS offers a comprehensive benefits package for eligible employees. Information about additional benefits such as paid time off can be found in the negotiated agreement for employees in this bargaining unit.

    Pre-Employment Requirements : Professional references will be contacted prior to any offer of employment. Recommended candidates will be required to provide references from current and recent supervisors.

    All employees, regular and temporary, must be fingerprinted, have a criminal background investigation completed, and successfully complete the Maryland Employment History Review, pursuant to Section 6-113.2 of the Education Article, Annotated Code of Maryland. In addition, some positions will require completion of a physical examination and / or drug testing.
