Job Function :

Performs skilled work in the location of existing water, sewer and reclaimed mains within the City’s utility service area; requiring the location of the City’s utilities to be provided within three days of receipt of the request. The employee performs inspections of the installations of water, sewer, reuse, storm water and roads for new subdivisions as required. The employee provides initial management and coordination to other employees during an emergency utility repair when the Collections Supervisor and / or Distribution Supervisor have not arrived on site yet. The employee ensures that all steps are taken to minimize property damage and prevent the City from violating DEP rules when possible. The employee notifies the Director of Utilities and Plant Operations if the situation may cause serious property damage or a large area of the City will be without water or sewer for any given length of time. The employee is the main contact person for all utility location questions. Frequently, other utilities often contact the employee outside of regular working hours to perform emergency locates when problems arise within their systems. Emergency locates are required to be performed within two (2) hours of notification. The employee will work directly for the Director of Utilities and Plant Operations. The employee will have a great latitude in setting a schedule and prioritizing tasks.

Career Path : Essential Duties :

  • Utilize the electronic locator device to locate all City utilities except buried electric lines.
  • Utilize and update GIS-based mapping software to ensure accurate and current utility data; actively participate in the transition and ongoing maintenance of GIS systems.
  • Employee will utilize gasoline pot hole machine to locate utilities when the utility lines can not be found by normal methods.
  • Manages and coordinates work of Utility Service Workers during emergency repairs.
  • Works with the Collections and Distribution Supervisor to locate existing services.
  • May operate light equipment.
  • Performs related functions as assigned.
  • May assist other departments in non essential job duties.
  • Performs other duties as assigned by the Director.

Knowledge, Skills, and Abilities :

  • Knowledge of the City’s storm water illicit discharge ordinance and how to apply it to field situations.
  • Outstanding knowledge of the City’s existing water, sewer and reuse systems, including the location of all water, sewer and reuse mains, as well as the location of all lift stations, water plants, and wastewater plants.
  • Ability to form and understand blueprints, diagrams, maps, and sketches.
  • Ability to understand and follow oral and written directions.
  • Ability to work with other utilities, other employees and the general public.
  • Ability to plan, organize and supervise the work of others.
  • Ability to read and write in English.
  • Ability to work on nights and weekends as needed.
  • Required Qualifications :

  • High School Diploma or GED.
  • Must have 3-5 years experience in the construction, repair and maintenance of utilities distribution and collection facilities; or and equivalent combination of education and experience.
  • Must have 3-5 years experience in using the electronic locator device to locate all City utilities except buried electric lines.
  • Possess a valid Florida driver’s license required.
  • A comparable amount of education and / or experience can be substituted for the minimum qualifications.
  • Complete the required National Incident Management System (NIMS) training within six (6) months of completion of probationary period.
  • Physical Demands :

  • Ability to communicate effectively in English both orally and in writing.
  • Acceptable eyesight (with or without corrections).
  • Visual acuity is required as a machine operator and / or mobile equipment operator.
  • Acceptable hearing (with or without corrections).
  • Physical ability for sitting, climbing, working from heights, standing, walking, pulling, heavy lifting, using fingers, grasping, and strenuous physical work.
  • Ability to physically lift 80 lbs.
  • Must be able to operate the gasoline pot holing machine mounted on the back of a pickup truck, electronic utility locator, various hand tools and equipment, and a radio / cell phone.
  • Environmental Conditions :

  • Works primarily in the outdoor environment and is subject to sun, heat, humidity, rain, and the cold.
  • Works during daytime and some nighttime hours.
