Procurement Officer II
The Virginia Alcoholic and Beverage Control Authority is seeking a detail-oriented Procurement Officer II. In this vital role, you will lead the development and management of contractual agreements for goods and services, ensuring strict compliance with all contractual obligations. You will also be responsible for streamlining procurement processes and fostering strong relationships with vendors. Your expertise in procurement methodologies will be essential for delivering high-quality goods and services efficiently and effectively.
Essential Job Functions :
- Conduct thorough analysis of assigned requisitions for a diverse range of goods and services, ensuring compliance with the Authority's policies and procedures while employing a variety of procurement methods to achieve optimal results.
- Strategically develop and maintain a wide array of contractual agreements and term contracts for both professional and non-professional services, ensuring strict adherence to the Authority's policies and procedures.
- Lead and execute innovative and complex procurements, utilizing best practices to navigate challenges and ensure successful outcomes.
- Utilize eVA, Virginia's electronic procurement system, for managing department and Authority purchase requisitions, processing change orders, and generating detailed reports to enhance operational efficiency.
- Analyze project requirements and determine the most effective procurement methods for the selection of sources for complex projects, goods, and services, ensuring alignment with organizational goals.
- Coordinate and collaborate with stakeholders to assist in the research, analysis, and development of detailed scopes of work, specifications, and evaluation criteria for Invitations for Bids (IFBs) and Requests for Proposals (RFPs) for goods and services contracts.
- Plan, coordinate, and conduct pre-bid and pre-proposal conferences to facilitate clear communication and understanding among potential vendors, ensuring a competitive procurement process.
- Identify, evaluate, and leverage the benefits of cooperative procurements to maximize resources and enhance value for the Authority.
- Efficiently utilize a small purchase charge card for low-dollar department and Authority purchases, maintaining compliance with relevant policies and procedures.
- Provide timely and effective backup support to other Procurement Officers as needed, fostering a collaborative and efficient work environment.
- Create and meticulously maintain comprehensive contract files to ensure transparency and compliance with procurement processes.
- Effectively manage multiple procurement projects simultaneously, ensuring timely completion and adherence to established deadlines.
- Perform other related duties as required to support the procurement function and advance the Authority's mission.
Minimum Qualifications :
Experience and knowledge of the practices and procedures for purchasing, as well as strategic sourcing principles and practices.Knowledge of automated purchasing processes including electronic requisitioning, purchase orders, etc.Demonstrated ability to lead / manage projects and processes that involve cross-divisional personnel both internally and externally.Demonstrated ability to interpret and apply policies and procedures; negotiate with vendors; and advise divisional personnel in procurement activities.Ability to compile data accurately.Preferred Qualifications :
2+ years in General Procurement.Bachelor's degree (BA or BS) in Business Administration or related field; or equivalent work experience.Working experience with Commonwealth's e-Procurement system eVA preferredVCA accreditation (or can obtain within one year)We offer :
