Assistant Director, Nursing Workforce HRSA Grant

The Assistant Director, Nursing Workforce HRSA Grant provides strategic and operational leadership for the successful implementation of the federally funded HRSA Nursing Workforce grant. This role ensures compliance with all funding requirements, oversees program development and execution, manages partnerships, and drives measurable outcomes that strengthen Dallas College's nursing workforce pipeline. The position collaborates across academic, workforce, and community-based teams to recruit, train, and support nursing students and faculty; advance healthcare workforce equity; and achieve the grant's deliverables related to program expansion, capacity-building, and student success.

Required Knowledge, Skills & Abilities

  • Grant Management Expertise : Deep understanding of federal grant administration (HRSA or similar), including budgeting, compliance, reporting, and performance monitoring in alignment with 2 CFR 200 guidelines.
  • Nursing Workforce and Healthcare Knowledge : Familiarity with nursing education pipelines, clinical training models, and workforce development strategies within higher education and healthcare systems.
  • Strategic Project Leadership : Ability to design, lead, and evaluate complex grant-funded projects using project management methodologies to ensure timely achievement of milestones and deliverables.
  • Data and Analytical Skills : Skilled in collecting, analyzing, and interpreting data to track outcomes, demonstrate impact, and inform strategic decisions; proficiency in Excel, Power BI, or similar tools.
  • Fiscal and Operational Acumen : Proven ability to manage budgets, monitor expenditures, and ensure fiscal accountability while aligning with institutional and funding agency requirements.
  • Stakeholder and Partnership Building : Strong relationship management skills to engage faculty, healthcare partners, employers, and community organizations in collaborative program implementation.
  • Communication and Presentation Skills : Exceptional written, verbal, and interpersonal communication abilities, including the preparation of professional reports, briefings, and presentations for diverse audiences.
  • Leadership and Team Development : Ability to supervise, mentor, and motivate staff to achieve high performance, foster collaboration, and maintain accountability and engagement.
  • Adaptability and Problem-Solving : Capacity to navigate changing priorities, regulatory updates, and operational challenges with sound judgment, creativity, and composure.
  • Equity and Inclusion Commitment : Demonstrated ability to apply inclusive practices that support access, belonging, and success for diverse student and workforce populations.

Physical Requirements

Normal physical job functions performed within a standard office environment. Reasonable accommodations may be made to individuals with physical challenges to perform the essential duties and responsibilities.

Minimum Qualifications

  • Education : Bachelor's degree or higher in nursing, healthcare administration, education, public health, business, or a related field.
  • Experience : Minimum of four (4) years of progressively responsible experience in grant administration, project management, workforce development, or higher education.
  • Experience working with federal grants (HRSA, Department of Education, or similar) preferred.
  • Experience in a health-related, clinical, or academic setting preferred.
  • Licensure / Certification : Current and valid Texas driver's license required if travel is needed.
  • Additional Requirements : Ability to work flexible hours, including evenings or weekends, as required by grant activities.
  • Will be subject to a criminal background check. Some positions may be subject to a fingerprint check.
  • Key Responsibilities

  • Grant Leadership & Administration : Oversee all phases of the HRSA Grant project, including initiation, planning, design, execution, monitoring, and closure. Ensure deliverables meet federal, state, and institutional guidelines.
  • Compliance & Reporting : Maintain full compliance with HRSA, Dallas College, and federal reporting standards. Prepare and submit timely quarterly, annual, and financial reports; monitor expenditures and maintain audit readiness.
  • Program Development & Implementation : Lead initiatives to expand nursing workforce education programs aligned with HRSA objectives. Coordinate activities with faculty, clinical partners, and community agencies to strengthen curriculum, mentorship, and clinical placement strategies.
  • Partnerships & Collaboration : Build and sustain strategic partnerships with healthcare employers, workforce boards, and community organizations to enhance recruitment, career pathways, and employment opportunities.
  • Data & Outcomes Management : Oversee data collection, analysis, and evaluation of program metrics, ensuring progress toward performance targets and grant objectives.
  • Budget & Fiscal Oversight : Collaborate with Grants Management and Finance to manage project budgets, monitor expenditures, and ensure compliance with federal cost principles.
  • Staff Leadership : Recruit, train, and supervise assigned staff; provide mentorship, feedback, and performance evaluations; foster a culture of accountability, innovation, and continuous improvement.
  • Sustainability Planning : Develop long-term strategies for program continuation beyond the grant period, including identifying new funding opportunities and partnerships.
  • Stakeholder Communication : Prepare presentations, progress reports, and success stories for internal and external stakeholders, including HRSA, Dallas College leadership, and community partners.
  • Professional Development : Stay current on nursing workforce trends, HRSA guidelines, and higher education best practices; complete required professional and leadership development hours annually.
  • Other Duties : Perform additional tasks and responsibilities as assigned to support the success and sustainability of the HRSA-funded initiatives.
  • Participate in professional development and training to maintain up-to-date knowledge on compliance, governmental regulations, and industry best practices.
  • Exercises full discretion and decision-making authority in the recruitment, selection, hiring, mentoring, coaching, development & termination of staff, ensuring alignment with organizational goals, budgetary constraints, and workforce planning strategies.
  • Drive high performance by administering the performance management process timely, setting clear expectations, conducting performance evaluations, and implementing initiatives that enhance employee engagement, motivation, and retention.
  • Performs other duties as assigned to support the project's success.
  • All employees are required to complete a minimum of 19 hours of professional development during the academic year.
  • People leaders are required to complete an additional 16 hours of leadership development during the academic year
