This is a professional administrative, consulting, and supervisory position responsible for planning, assigning, supervising, and directing the activities of the Chiefland Budwood Foundation trees in the greenhouses, seed source block, the maintenance of the facility grounds, and working with bureau staff and nursery owners for the production of registered foundation trees, budwood, and seed.
The incumbent spends majority of their time communicating with, motivating, providing, or coordinating training, and directing the work of subordinates. In addition, the incumbent must complete timely performance appraisals, develop accurate work plans, and timely approve attendance and leave for each subordinate. Incumbent has the authority to make recommendations for special pay increases, reclassifications, hiring, and disciplinary actions, when appropriate. Responsible and accountable for managing budget / dollars / resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
Oversees foundation tree production, planting, and cultural care at the Chiefland Foundation facility. Coordinates the planning for tree production by anticipating budwood demand and having budwood production peak for timely distribution of propagating material to customers. Keeps budwood trees in optimal production by planning proper application rates for fertilizer, water, insecticides. Responsible for keeping insects out of greenhouses by maintaining structures and applying pesticides. Leads others in the collection and recording of test samples, data, and horticultural observations from foundation trees. Performs various field diagnostic tests for virus detection and participates in and leads others in routine grove and nursery maintenance practices, such as fertilizing, spraying, pruning, cold protection, soil fumigation, propagation, planting, and other care, as required. Keeps records of foundation plantings, properly identifying the trees from nursery records and making permanent records of the tree status. Inspects trees for virus symptoms during specified time periods and makes special inspections when required to investigate problems with records. Consults in the design and construction of greenhouses when needed. Schedules maintenance in greenhouses, seed block, and office work areas, keeping infrastructure and equipment in good repair. Plans budget and requisitions and purchases necessary supplies to keep the greenhouses, seed block, and office operational; submits required paperwork to headquarters. Consults with and assists bureau chief on development of program policy and other operational aspects of the clean stock program.
Plans, schedules, supervises, and provides training in nursery production and cultural care for each assigned position. Recruits and assists in the selection of personnel to fill vacancies in foundation greenhouses. Reviews work standards, timesheets, and performance of subordinates. Ensures subordinate positions comply with all departmental policies and procedures.
Organizes and provides leadership to other members of the bureau staff in cutting budwood from the foundation for distribution to growers; visually inspects trees for health and vigor; makes records to preserve identity of the material to be distributed.
Performs other related duties as required by management. Attends training seminars and meetings relating to scientific and educational research and development in the area of citrus; provides assistance to other bureaus of emergency programs of the division.
Knowledge of basic management principles and practices. Knowledge of tractors, sprayers and other implements used in the cultivation of citrus. Knowledge of plant growth, plant nutrition, insects, and diseases. Knowledge to repair and maintain physical facilities including the knowledge of basic construction techniques with the ability to make minor repairs. Knowledge of citrus varieties and rootstocks. Ability to use computer databases. Ability to understand and apply all applicable rules, and procedures. Ability to assign work priorities and keep program and staff functioning at a high level of efficiency. Ability to lift and transport up to 25-pound objects. Ability to work in hot, cold, and humid environments. Ability to walk on natural and cultivated areas with uneven ground. Ability to communicate effectively, both verbally and in writing. Ability to establish and maintain effective working relationships with others, including the public sector.
