Communications Manager

Responsible for planning, administering and managing Communications Division which dispatches for Culpeper County Sheriff's Office, Culpeper Police Department, Culpeper Fire and Rescue Association Members, and Animal Control Services. The Communications Manager is hired by the Sheriff and serves at his / her pleasure. The Communications Manager reports directly to the Sheriff or his designee.

Essential Job Functions

Directs, manages, and organizes the daily activities and resources of the department

Employs, trains, schedules, counsels, disciplines, and evaluates the performance of staff; delegates as needed; Recommends hiring and / or disciplinary actions to the Sheriff or his designee.

Advances the development of the departmental goals, objectives and systems in consultation and cooperation with the 911 board

Establishes, implements, and ensures compliance of all federal, state, and local regulations and standards including the operational guidelines, policies and procedures adopted by local law enforcement and the Culpeper County Volunteer Fire and Rescue Association

Ensures proper care and maintenance of equipment and center information systems; Maintains inventory and adequate supply of equipment and supplies to support Joint Dispatch Center Operations

Assist Office of Emergency Services in developing disaster plans

Presents a variety of presentations to the E911 Board of Directors; keeps Board and Sheriff apprised of center needs, strategic planning, and major operational issues

Prepares, develops, and presents the departmental budget for approval to the 911 Board; Monitors budget activity and provides the regular status reports on budget activity; Monitors future system needs and advises the 911 board on long range capital projects

Serves as liaison to other agencies for the Joint Dispatch Center for all topics designated by the 911 Board

Reviews and maintains a variety of records regarding center operations

Prepares reports on center operations; identifies trends and issues that need further attention; identifies and implements procedures to improve effectiveness

Emergency Communications Specialists-I

Emergency Communications Specialists-II (Trainers and Assistant Supervisors)

Emergency Communications Specialists- III (Shift Supervisors)

Radio Administrator

Training Coordinator and NG-911 IT Specialist

Cad Administrator

One of the points of contact for Virginia FOIA-Freedom of Information Act; handles subpoenas; Recording / CAD copies; Testifies in Culpeper County-General District Court, County Circuit Court and J&DR Court as needed

Coordinates with Sheriff or his designee on repairs for the E-911 Building and manages the equipment room

Instructor for APCO Public Safety Telecommunicator, Fire Service Communications, and Emergency Medical Dispatch

Non-Essential Job Functions

Performs dispatching duties

Assists citizens with questions and requests for information

Performs public relations duties such as speaking to community groups as requested

Performs related duties as required

Education and Experience : Education equivalent to an associate degree in emergency communications or a related field, with 7 years of progressively responsible emergency dispatch and management experience.

Special Qualifications : Must possess satisfactory results of a criminal history background check. Must possess a valid driver's license. Certification in VCIN / NCIC, Communications Basic School, CPR, Emergency Medical Dispatcher. Emergency Number Professional (ENP) or Certified Public-Safety Executive (CPE) (preferred)

Physical Demands : This position classifies the physical exertion requirements as light. Must be able to lift 10-20 pounds. Must be able to operate office and computer equipment; may involve extended periods of time at a keyboard or workstation. Must be able to communicate orally and perceive and discriminate colors or shades of color.

Work Environment : Essential functions are regularly performed in an office setting. Hours of operation are normally 8 hours a day and 5 days a week, but is subject to working any shift assigned, being held over, or called back for disasters, local emergencies, or special events. Frequent contact with the public, police, fire, and emergency medical service providers is necessary. Frequent contact with the Sheriff, Sheriff's Office Command Staff, E911 Board of Directors and occasional contact with other federal, state, and local government agencies is required. These contacts may require considerable skill in diplomacy, tact or discretion.
