Job Title : Transmission Planning Engineer
The primary job function for this position is transmission planning engineering within the electric utility.
Job Responsibilities
- Perform power system modeling and analysis using industry standard software (e.g. PSSE, TARA).
- Develop and coordinate reliable, innovative, and cost-effective transmission solutions.
- Lead and participate on solution teams to determine transmission project feasibility, scope, and timing.
- Develop engineering reports, guidelines, or other technical documents.
- Effectively present informative reports and presentations to internal and external customers at various management levels related to system constraints and required improvement projects.
- Coordinate with multiple groups and internal and external customers within GRU, FRCC, FCG, FMPA, FMEA and other electric utilities and municipalities within the State of Florida.
- Coordinate studies with neighboring transmission systems.
- Provide technical expertise and leadership in industry committees and initiatives.
Education
Bachelor's degree in engineering from an ABET accredited institution is required. Electrical is preferred.Master's degree in engineering or business is desirable.Work Experience
Experience in electric utility transmission (e.g. Transmission Planning, Transmission Operations, Transmission Design) is preferred.Experience in electrical power system modeling and analysis is a plus.Skills and Knowledge
Prior exposure to PSS / E and computer modeling of electrical power systems is preferred, but not required.Strong time management and organizational skills to balance multiple projects and meet deadlines.Excellent oral and written communication skills; ability to effectively present complex topics.Proficiency with Microsoft Office applications and databases.Scope of the Transmission Working Group
Engage in active coordination of transmission planning within the FRCC Region under the direction of the FRCC Planning Committee.Maintain, update and provide summer and winter database cases for FRCC for an eleven year period.Provide preliminary current-year summer and winter cases to the Operating Committee by the first quarter.Report to appropriate governmental bodies and industry organizations (FERC 715 filings).Prepare FRCC State of Florida electric system maps and transmission data for EIA-411 filing.Objectives
Maintain and update a dynamics database for the FRCC Region coordinating with FRCC study needs.Assess dynamic performance, protection coordination, and reliability of the FRCC bulk electric system under various contingencies.Make recommendations to mitigate transmission grid instabilities as necessary.Coordinate with the Southern Subregion of SERC on dynamic performance issues affecting the SERC / FRCC interface.Job Description / Essential Functions
Prepare or coordinate engineering analyses, specifications, and reports for complex projects.Plan, organize, and supervise engineers, utility designers, technicians and / or consultants; evaluate progress and performance.Maintain contacts with key engineers and officials of other organizations; engage in negotiations on critical issues.Represent the organization in conferences to resolve important questions and coordinate work.Develop and modify engineering theories, practices, and procedures; stay abreast of new developments.Provide guidance and technical leadership; coordinate with internal departments and external parties on complex projects.Develop technical presentations and maintain annual work plans and budgets.Non-Essential Functions
May coordinate major engineering activities; may act in absence of supervisor; may enforce drug policy.Respond under emergency conditions; perform other related duties as assigned.Minimum Requirements
Bachelor of Science in engineering from an ABET accredited institution and eight (8) or more years of experience in the assigned engineering area. Co-op time and / or an advanced degree may substitute for up to one year of experience.
Licenses / Certificates
Valid State of Florida Professional Engineer license may be required.Must meet FBPE requirements and obtain / maintain PE licensing as required by water / wastewater, public works, energy delivery and related areas.Valid Florida Driver License required.Notes / Work Environment
May require supervisory experience; outdoor work in varying conditions; possible heights and PPE usage.May involve exposure to hazardous conditions and noxious chemicals; may require work in extreme heat or confined spaces.Selection Factors / Competencies
