Division and Section

DIVISION – OFFICE OF POLICY AND DOCKET MANAGEMENT (OPDM)

SECTION – COMMISSION COUNSEL

Role and Responsibilities

The Office of Policy and Docket Management (OPDM) is split into two sections : Policy Development and Docket Management. The Policy Development section prepares papers for the Commissioner's review before open meetings. The Docket Management section processes all new incoming cases filed at the Commission. OPDM also processes orders generated from open meetings and sends dockets to the State Office of Administrative Hearings (SOAH) for hearings.

The Commission Advising Section seeks an Attorney to provide legal support to the Commissioners on complex and high-impact utility matters. The attorney will analyze proposals, draft and review Commission orders, write recommendation decisions, and offer legal advice on contested cases. This role offers exposure to regulatory decision-making and opportunities to develop administrative law expertise in a fast-paced, collaborative environment.

Minimum Qualifications

Attorney I : Graduation from an accredited law school with LLB or JD; licensed with the State Bar of Texas and eligible to practice in Texas.

Attorney II : Graduation from an accredited law school with LLB or JD; licensed with the State Bar of Texas; eligible to practice in Texas; and a minimum of two (2) years of legal work experience as a licensed attorney.

Attorney III : Graduation from an accredited law school with LLB or JD; licensed with the State Bar of Texas; eligible to practice in Texas; and a minimum of three (3) years of legal work experience as a licensed attorney, preferably in utility regulation or administrative law.

Attorney IV : Graduation from an accredited law school with LLB or JD; licensed with the State Bar of Texas; eligible to practice in Texas; and a minimum of four (4) years of legal work experience as a licensed attorney, preferably in utility regulation or administrative law.

Preferred Qualifications

• Undergraduate degree in math, finance, accounting, or engineering, or in English with demonstrated proficiency in math.
• Administrative law or litigation experience.

Work Schedule

The PUCT operates on a standard schedule : Monday through Friday, 8 : 00 a.m. to 5 : 00 p.m. Alternative work schedules may be considered at management's discretion based on business needs.
